Measures for the Administration of the Pilot Export of Sawn Timbers Processed from Imported Logs (December 26, 2001)		进口原木加工锯材出口试点管理办法（2001年12月26日）
Article 1 These Measures are formulated according to the relevant laws and regulations of the state for the purpose of effectively protecting domestic forest resources, strengthening the administration of the export of sawn timbers processed from imported logs, enlarging the export and earning more foreign exchange.		第一条　为有效保护国内森林资源，加强对进口原木加工锯材出口的管理，扩大出口创汇，依据国家有关法律、法规，制定本办法。
Article 2 The term “imported logs” as mentioned in these Measures refers to the products under the Item 4403 of HS Code and imported through general trade, frontier trade or barter trade, etc.; and the “sawn timers to be exported ” refers to the products under the item of sawn timbers in the commodity catalog of export license administration.		第二条　本办法所指进口原木系以一般贸易、边境贸易、易货贸易等方式进口的海关商品编码4403项下产品；出口锯材系实行出口许可证管理商品目录锯材项下产品。
Article 3 The administrative departments for forestry, foreign trade and economic cooperation, and customs in the pilot provinces shall be specifically responsible for the export administration of the sawn timbers processed from imported logs, namely, the forestry administrative department shall supervise over the processing course of sawn timers to be exported, the administrative department of foreign trade and economic cooperation shall issue upon verification the export licenses for sawn timbers, and the customs offices of the pilot ports shall clear upon inspection the imported logs and the sawn timbers to be exported. The State Forestry Administration, the Ministry of Foreign Trade and Economic Cooperation, and the General Administration of Customs shall respectively be responsible for the supervision and inspection of the aforesaid work in light of the division of power.		第三条　试点省林业、外经贸、海关三部门具体负责进口原木加工锯材出口管理工作，即林业厅监管出口锯材加工过程，外经贸厅核发锯材出口许可证，试点口岸海关验放原木进口、锯材出口。国家林业局、外经贸部、海关总署按照职责分工分别负责对上述工作监督检查。
Article 4 The processing enterprises or business operational entities that engage in the export of sawn timbers processed from imported logs shall be subject to verification administration and be jointly chosen by the administrative departments of forestry, foreign trade and economic cooperation, and customs in the pilot areas and be reported to the State Forestry Administration, the Ministry of Foreign Trade and Economic Cooperation, and the General Administration of Customs for archival filing. A processing enterprise shall have a timber processing certificate issued upon verification by the provincial forestry administrative department, a certain production scale as well as the advanced production equipment; and an export entity shall have the management right of general trade, frontier trade or barter trader or any other import and export right, certain performances on export of sawn timbers as well as stable channels of external sales. ．．．．．．		第四条　对从事进口原木加工锯材出口业务的加工企业和经营单位实行核定管理，由试点地区林业、外经贸、海关三部门联合选定，并报国家林业局、外经贸部、海关部署备案，加工企业必须具备省级林业主管部门核发的木材加工许可证，并具备—定生产规模，有较先进的生产设备；出口经营单位必须具有一般贸易、边境贸易、易货贸易等进出口经营权，并具备—定的锯材出口实绩，有较稳定的外销渠道。．．．．．．
