Recently, the Standing Committee of the National People's Congress (NPC) passed the Law of the People's Republic of China on Public Libraries. With a total of 55 articles in six chapters, this Law is a special law detailing the basic requirements of the Public Cultural Service Guarantee Law of the People's Republic of China, covering the establishment, operation, and services of public libraries and legal liabilities, among others.The Ministry of Culture (MOC) will implement the various rules established in the law for public libraries in four aspects: fully and accurately understanding the main spirit of this Law; conducting in-depth study and publicity; promoting implementation; and strengthening supervisory inspection.
