On September 10, 2018, the Ministry of Transport and the Ministry of Public Security issued the Urgent Notice on Further Strengthening the Safety Administration of Online Taxi Booking and Private Passenger Car Sharing, stating that from now until December 31, 2018, a special campaign against illegal taxi operations will be launched nationwide.
According to the Notice, all local competent departments of transport, public security organs and other departments should immediately organize and carry out a joint large-scale security inspection of locally operated car-hailing platform companies and private passenger car sharing information service platforms, including strengthening the background check into their drivers, strictly urging enterprises to implement the work safety and stability maintenance measures, improving the emergency response mechanisms for handling complaints and calling the police, and harshly cracking down on illegal operations.
The Notice specifies that relevant car-hailing platform companies should regulate the management of the distribution of orders, enhance the operation risk management and control , limit the number of orders received by the ride-sharing drivers, implement the random distribution of orders mechanism, establish an order freeze along with a complaint mechanism, reinforce the protection for passenger information, regulate the requirements for vehicle safety, and conduct a random inspection on vehicles in actual operation and their drivers in a regular manner.
