The Ministry of Public Security (MPS) recently revised the Provisions of the Ministry of Public Security on the Procedures for Making Administrative Rules. 

The Provisions clarify that the project establishment of making of administrative rules shall be fully verified. For administrative rules involving vital public interests or having a significant impact on the public, a social stability risk assessment shall be conducted.
