The Supreme People's Court, the Supreme People's Procuratorate and the Ministry of Public Security jointly issued the Opinions on Several Issues concerning the Application of Law in the Handling of Cases of Opening Casinos by Using Gambling Machines. The Opinions provide for the determination of nature of organizing gambling by using gambling machines, conviction and punishment standards and determination of accomplice, gambling money and gambling machines; and provide that whoever sets up two or more gambling machines to organize gambling near a primary or secondary school will be convicted of and punished for the crime of opening casinos.
