The Ministry of Environmental Protection issued four detailed measures covering daily penalty, attachment / distraining, restricting production and shut down factory, and information disclosure, and solicited public opinions. Eight types of environmental violation will be subject to daily penalty with maximum penalty period of 30 days.
The new Environmental Protection Law provides that, any one who discharged pollutants in violation of laws and regulations shall be subject to fines and ordered to rectify; if the polluter refused to rectify, he shall be subject to consecutive daily penalties.
