The Ministry of Education recently issued the Opinions on Further Promoting Vocational Education Groups.
The Opinions set forth that, by 2020, the participation rate on running school by vocational education group will be further increased, with 300 model mainstay vocational education groups preliminarily established, a batch of vocational education groups initiated by central enterprises and industrial leading enterprises in establishment, and an integration of the educational chain and the industrial chain.
In addition, the Opinions require perfection of the school running mechanism of vocational education groups. It is required to promote the integration between industries and educational institutions and the cooperation between colleges and enterprises, achieve win-win results for all those connected by “interest chain”. The Opinions also require exploration of the ownership system reform and construction of benefit sharing mechanism within the groups, and launching pilot programs to transform the groups into joint-stock or mixed ownership entities.
