全国人民代表大会常务委员会关于设立国家宪法日的决定

(Adopted at the 11th Session of the Standing Committee of the Twelfth National People's Congress on November 1, 2014) (2014年11月1日第十二届全国人民代表大会常务委员会第十一次会议通过)

On December 4, 1982, the current version of the Constitution of the People's Republic of China was adopted at the 5th Session of the Fifth National People's Congress. The current Constitution inherits and develops the first Constitution of new China developed in 1954. The Constitution, as the fundamental law of the state and the general guidelines for administering state affairs well and ensuring national security, has the supreme legal status, authority and efficacy. Fully implementing the Constitution is the top priority and groundwork for fully advancing the governing of the country by law and building a socialist country under the rule of law. The people of all ethnicities, all state authorities and armed forces, all political parties and social organizations, and all enterprises and public institutions in the country must take the Constitution as the basic standard of conduct, and they have the duty to uphold the dignity of the Constitution and ensure its implementation. No organization or individual is privileged to be placed above the Constitution or any law, and all violations of the Constitution or any law must be investigated. To enhance the social awareness of the Constitution, carry forward its spirit, enhance its implementation, and fully promote the governing of the country by law, it is decided at the 11th Session of the Standing Committee of the Twelfth National People's Congress that: 1982年12月4日,第五届全国人民代表大会第五次会议通过了现行的《中华人民共和国宪法》。现行宪法是对1954年制定的新中国第一部宪法的继承和发展。宪法是国家的根本法,是治国安邦的总章程,具有最高的法律地位、法律权威、法律效力。全面贯彻实施宪法,是全面推进依法治国、建设社会主义法治国家的首要任务和基础性工作。全国各族人民、一切国家机关和武装力量、各政党和各社会团体、各企业事业组织,都必须以宪法为根本的活动准则,并且负有维护宪法尊严、保证宪法实施的职责。任何组织或者个人都不得有超越宪法和法律的特权,一切违反宪法和法律的行为都必须予以追究。为了增强全社会的宪法意识,弘扬宪法精神,加强宪法实施,全面推进依法治国,第十二届全国人民代表大会常务委员会第十一次会议决定:
