国家发展改革委办公厅关于印发《城市停车场建设专项债券发行指引》的通知

各省、自治区、直辖市及计划单列市、新疆生产建设兵团发展改革委：

为加大债券融资方式对信息电网油气等重大网络工程、健康与养老服务、生态环保、清洁能源、粮食和水利、交通、油气及矿产资源保障工程等七大类重大投资工程包，以及信息消费、绿色消费、住房消费、旅游休闲消费、教育文体消费和养老健康消费等六大领域消费工程的支持力度，拉动重点领域投资和消费需求增长，现将我委制定的《城市停车场建设专项债券发行指引》印发你们，请在企业债券预审工作中认真贯彻执行。

附件：

《城市停车场建设专项债券发行指引》

为缓解我国城市普遍存在的因停车需求爆发式增长而导致的停车难问题，加大企业债券融资方式对城市停车场建设及运营的支持力度，引导和鼓励社会投入，制定本指引。

　　一、鼓励企业发行债券专项用于城市停车场建设项目，在相关手续齐备、偿债措施完善的基础上，比照我委“加快和简化审核类”债券审核程序，提高审核效率。

　　二、在偿债保障措施较为完善的基础上，企业申请发行城市停车场建设专项债券，可适当放宽企业债券现行审核政策及《关于全面加强企业债券风险防范的若干意见》中规定的部分准入条件。

（一）发行城市停车场建设专项债券的城投类企业不受发债指标限制。
