| The branches and foreign exchange administrative departments of the State Administration of Foreign Exchange (“SAFE”) in all provinces, autonomous regions, and municipalities directly under the Central Government; the branches of the SAFE in Shenzhen, Dalian, Qingdao, Xiamen, and Ningbo; and all designated Chinese-funded foreign exchange banks: | | 国家外汇管理局各省、自治区、直辖市分局、外汇管理部，深圳、大连、青岛、厦门、宁波市分局，各中资外汇指定银行： |
| In order to implement the requirements of the CPC Central Committee and the State Council for accelerating the transformation of government functions,promoting the simplification of administrative procedures and delegation of powers to lower levels, the combination of delegation with administration and optimization of services, putting into practice the stabilization of growth, promotion of reform, adjustments to structures, and improvement of people's livelihood, and comprehensively reviewing regulations and policy documents, and further promote trade and investment facilitation, you are hereby notified of the effectiveness of certain regulatory documents on foreign exchange administration as follows: | | 为贯彻落实党中央国务院关于加快转变政府职能，推进简政放权、放管结合、优化服务，落实稳增长、促改革、调结构、惠民生以及全面清理规章和政策性文件等要求，进一步促进贸易投资便利化，现就部分外汇管理规范性文件效力通知如下： |
| I. With the consent of the Ministry of Finance through consultation, the Notice of the State Administration of Foreign Exchange and the Ministry of Finance on Adjustments to the “Form of Foreign Exchange Contents” in the Annual Inspection of Foreign Exchange of Foreign-funded Enterprises (No. 124 [2002], SAFE) shall be repealed. | | 一、经商财政部同意，废止《国家外汇管理局、财政部关于调整外商投资企业外汇年检“外汇内容表”的通知》（汇发〔2002〕124号）。 |
| II. The following two regulatory documents on foreign exchange administration of which the main contents have been replaced by new regulatory documents and which are inconsistent with the actual circumstances of current administration shall be repealed. | | 二、对以下2件主要内容被新的规范性文件所代替、与当前管理实际不符的外汇管理规范性文件，予以废止： |
| (1) Notice of the State Administration of Foreign Exchange on Issuing the Information on the Review of Foreign Exchange Statements (No. 12 [2004], SAFE). | | （一）《国家外汇管理局关于下发外汇报表清理情况的通知》（汇发〔2004〕12号）； |
| (2) Notice of the State Administration of Foreign Exchange on Starting the Use of the Foreign-Related Payment and Receipt Vouchers for Domestic Banks and Clarifying the Relevant Data Submission Requirements (No. 42 [2012], SAFE). | | （二）《国家外汇管理局关于启用境内银行涉外收付凭证及明确有关数据报送要求的通知》（汇发〔2012〕42号）。 |
| III. The following 11 regulatory documents on foreign exchange administration which have actually become invalid due to the expiry of the period of application or the disappearance of regulated objects shall be announced invalid. | | 三、对以下11件适用期已过或者调整对象已消失的外汇管理规范性文件，宣布失效： |
