| In order to implement the relevant requirements of Announcement No. 3 [2016] of the People's Bank of China, and effectively provide services in respect of account opening and networking, among others, for foreign institutional investors in the interbank bond market, the China Central Depository & Clearing Co., Ltd., the National Interbank Funding Center and the Interbank Market Clearing House Co., Ltd. jointly developed the Operating Guidelines for Networking and Account Opening by Foreign Institutional Investors in the Interbank Market, which, after being reported to the People's Bank of China, are hereby issued, and shall come into force on the date of issuance. | | 为落实中国人民银行公告〔2016〕第3号有关要求，做好境外机构投资者银行间债券市场开户、联网等服务工作，中央国债登记结算有限责任公司、全国银行间同业拆借中心和银行间市场清算所股份有限公司联合制定了《境外机构投资者进入银行间市场联网和开户操作指引》，并报告中国人民银行，现予以发布，自发布之日起实施。特此通知。 |
