| For purposes of strengthening the administration of the import and export of wild animals and plants and their products, ensuring the rational use of wild animal and plant resources and the sustainable development of related industries, and enhancing trade facilitation, the General Administration of Customs and the Endangered Species Import and Export Management Office of the People's Republic of China (hereinafter referred to as the “Management Office”) have decided to conduct the pilot program of the paperless online customs clearance of import and export certificates for wild animals and plants in the customs offices in Harbin, Fuzhou, Xiamen and Kunming. The relevant matters are hereby announced as follows: | | 为加强野生动植物及其产品的进出境管理，保障野生动植物资源的合理利用和相关产业的可持续发展，提高贸易便利化水平，海关总署和国家濒管办决定在哈尔滨、福州、厦门、昆明海关开展野生动植物进出口证书通关作业联网无纸化试点工作。现将有关事项公告如下： |
| I. From April 1, 2017, the pilot program of the paperless online customs clearance of import and export certificates for wild animals and plants shall be conducted in the customs offices in Harbin, Fuzhou, Xiamen and Kunming. The import and export certificates for wild animals and plants which have been online in paperless form will include the import and export permits of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (“CITES”), the import and export permits of wild animals and plants of the People's Republic of China, and the certificates for species not included in the HS Commodity Catalogue of Import and Export on Wild Fauna and Flora. | | 一、自2017年4月1日起，在哈尔滨、福州、厦门、昆明海关开展野生动植物进出口证书通关作业联网无纸化试点，联网无纸化的野生动植物进出口证书包括《濒危野生动植物种国际贸易公约》允许进出口证明书、中华人民共和国野生动植物允许进出口证明书和非《进出口野生动植物种商品目录》物种证明。 |
| II. During the period of the pilot program, the Customs will verify the electronic data of relevant certificates through the online verification of import and export certificates for wild plants and animals. Those declaring to the Customs in paperless form shall be exempted from submitting their paper import certificates for wild animals and plants for inspection. The Customs shall no longer make endorsements in paper form. | | 二、试点期间，海关将通过野生动植物进出口证书联网核查方式验凭相关证书电子数据，以无纸方式申报的免予交验纸质野生动植物进口证书，海关不再进行纸面签注。 |
