Decision of the National Tourism Administration, the Ministry of Public Security and the Taiwan Affairs Office of the State Council on Amending the Measures for the Administration of the Travel of Mainland Residents to the Taiwan Region 

国家旅游局、公安部、国务院台湾事务办公室关于修改《大陆居民赴台湾地区旅游管理办法》的决定

(Order No. 43 of the National Tourism Administration, the Ministry of Public Security and the Taiwan Affairs Office of the State Council, April 13, 2017) (国家旅游局、公安部、国务院台湾事务办公室令第43号 2017年4月13日)

In accordance with the relevant requirements for carrying out the newly amended and issued Tourism Law on canceling the licensing of “tour leader certificate,” carrying out multiple citizen convenience measures of the National Tourism Administration and the Ministry of Public Security for traveling in Taiwan, promoting the simplification of administrative procedures and decentralization of powers, integration of decentralization and administration, optimization of services, and other relevant work, in accordance with the requirements of the Notice of the General Office of the State Council on Matters concerning Effectively Conducting the Review of Administrative Regulations and Departmental Rules and Documents (Letter No. 12 [2016], General Office of the State Council), the National Tourism Administration, the Ministry of Public Security and the Taiwan Affairs Office of the State Council have decided to amend some clauses of the Measures for the Administration of the Travel of Mainland Residents to the Taiwan Region as follows. 为贯彻落实新修改颁布的《旅游法》取消“领队证”许可的有关要求,落实国家旅游局和公安部多项赴台旅游的便民措施,推进简政放权、放管结合、优化服务有关工作,根据《国务院办公厅关于做好行政法规部门规章和文件清理工作有关事项的通知》(国办函〔2016〕12号)的要求,国家旅游局、公安部、国务院台湾事务办公室决定对《大陆居民赴台湾地区旅游管理办法》部分条款进行修改。
I. Article 3 is amended to read: “Tour organizing agencies shall be designated by the National Tourism Administration together with the relevant departments from the travel agencies which have been approved to engage in the outbound tour business and apply to conduct the business of travel to Taiwan, unless it is otherwise prescribed by the state. The list of tour organizing agencies shall be publicized by the Cross-strait Tourism Exchange Association.   一、将第三条修改为:“组团社由国家旅游局会同有关部门,从取得出境旅游业务经营许可并提出经营赴台旅游业务申请的旅行社范围内指定,但国家另有规定的除外。组团社名单由海峡两岸旅游交流协会公布。
