| The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; and all ministries and commissions of the State Council and all institutions directly under the State Council: | | 各省、自治区、直辖市人民政府，国务院各部委、各直属机构： |
| Upon deliberation and demonstration, the State Council has decided to further reduce the number of the pre-approval items for industrial and commercial registration by changing the following five pre-approval items for industrial and commercial registration to post-approval items: the approval of formation of pawnshops and their branches as conducted by the administrative departments of commerce of provincial people's governments; the approval of formation of printing enterprises in the form of a Chinese-foreign equity joint venture or a Chinese-foreign contractual joint venture and wholly foreign-owned printing enterprises of printed matters for packaging and decoration as well as the approval of formation of enterprises engaging in the printing of publications as conducted by the administrative departments of press, publication, radio, film and television of provincial people's governments; and the approval of formation of permanent agencies by foreign airlines in China as well as the approval of production permits for civil aircraft (engines and propellers) as conducted by the Civil Aviation Administration of China. In addition, it is suggested that one pre-approval item for industrial and commercial registration established in accordance with the relevant law be changed to a post-approval item, and the State Council shall, under legal procedures, submit a request to the Standing Committee of the National People's Congress of the People's Republic of China for the amendment of the provisions of the relevant laws. | | 经研究论证，国务院决定，进一步削减工商登记前置审批事项，将以下5项工商登记前置审批事项改为后置审批：省级人民政府商务行政主管部门实施的设立典当行及分支机构审批；省级人民政府新闻出版广电行政主管部门实施的设立中外合资、合作印刷企业和外商独资包装装潢印刷企业审批，设立从事出版物印刷经营活动的企业审批；中国民用航空局实施的外航驻华常设机构设立审批、民用航空器（发动机、螺旋桨）生产许可。建议将1项依据有关法律设立的工商登记前置审批事项改为后置审批，国务院将依照法定程序提请全国人民代表大会常务委员会修订相关法律规定。 |
