All departments of and all institutions directly under the State Council; development and reform commissions, industry and information technology commissions (commissions of economy and information technology), communications administrations, departments of housing and urban-rural development (construction commissions or bureaus), transport departments (bureaus or commissions), departments (bureaus) of water resources, departments (bureaus) of commerce, and administrations of press, publication, radio, film and television of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps; all regional railway regulatory bureaus, and all regional administrations of the Civil Aviation Administration of China:		国务院各部门、各直属机构，各省、自治区、直辖市、新疆生产建设兵团发展改革委、工信委（经委）、通信管理局、住房城乡建设厅（建委、局）、交通运输厅（局、委）、水利（务）厅（局）、商务厅（局）、新闻出版广电局，各地区铁路监管局、民航各地区管理局：
For purposes of further improving the rules for the preparation of standard documents, constructing a standard document system covering major purchase subjects, multiple contract types and different project scale, enhancing the quality of preparing bid invitation documents, promoting open, fair and impartial bidding activities, and constructing a sound market competition environment, the National Development and Reform Commission, jointly with the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Commerce, the State Administration of Press, Publication, Radio, Film and Television, the National Railway Administration and the Civil Aviation Administration of China, has developed the Bidding Documents for the Purchase of Standard Equipment, the Bidding Documents for the Purchase of Standard Materials, the Bidding Documents for Standard Surveying, the Bidding Documents for Standard Design, and the Bidding Documents for Standard Supervision (hereinafter referred to as “Standard Documents,” if not particularly indicated). The Standard Documents are hereby issued to you, and the relevant matters are announced as follows.		为进一步完善标准文件编制规则，构建覆盖主要采购对象、多种合同类型、不同项目规模的标准文件体系，提高招标文件编制质量，促进招标投标活动的公开、公平和公正，营造良好市场竞争环境，国家发展改革委会同工业和信息化部、住房城乡建设部、交通运输部、水利部、商务部、国家新闻出版广电总局、国家铁路局、中国民用航空局，编制了《标准设备采购招标文件》《标准材料采购招标文件》《标准勘察招标文件》《标准设计招标文件》《标准监理招标文件》（以下如无特别说明，统一简称为《标准文件》）。现将《标准文件》印发你们，并就有关事项通知如下。
I. Scope of application		一、适用范围
These Standard Documents shall apply to the items of goods such as equipment and materials relating to project construction for which bids must be invited in accordance with the law as well as such service items as surveying, design and supervision. For international bid invitation projects on electromechanical products, the standard international bid invitation texts on electromechanical products (Chinese and English versions) prepared by the Ministry of Commerce shall be used.		本《标准文件》适用于依法必须招标的与工程建设有关的设备、材料等货物项目和勘察、设计、监理等服务项目。机电产品国际招标项目，应当使用商务部编制的机电产品国际招标标准文本（中英文）。
“Project construction projects” means projects as well as goods and services relating to project construction. “Projects” means construction projects, including new construction, reconstruction and expansion of buildings and structures, as well as the relevant decoration, dismantling and repairing, among others. “Goods relating to project construction” means the equipment and materials, among others, that constitute an inseparable part of projects and are required for realizing the basic functions of projects. “Services relating to project construction” means surveying, design and supervision, among others, required for completing projects.		工程建设项目，是指工程以及与工程建设有关的货物和服务。工程，是指建设工程，包括建筑物和构筑物的新建、改建、扩建及其相关的装修、拆除、修缮等。与工程建设有关的货物，是指构成工程不可分割的组成部分，且为实现工程基本功能所必需的设备、材料等。与工程建设有关的服务，是指为完成工程所需的勘察、设计、监理等。
