| For the purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council on optimizing the business environment, and accelerating the promotion of the cross-border trade facilitation level of Beijing and Tianjin ports, and in light of the actual circumstances, the specific measures have been developed and are hereby announced as follows: | | 为贯彻落实党中央、国务院优化营商环境的决策部署，加快提升京津口岸跨境贸易便利化水平，结合实际，制定了具体措施，现公告如下： |
| I. Electronic Circulation of Information on Marine Container Port Operations | | 一、海运集装箱港口作业实行信息电子化流转 |
| (1) The “online business hall” system of docks shall be improved to realize 24-hour online services related to container gate-in reservations, application for container pick up, payment and comprehensive inquiry. | | 1.完善码头“网上营业厅”系统，实现预约集港、提箱计划申报、缴费、综合查询等服务功能网上24小时受理。 |
| (2) The application of the “one-stop pass” platform shall be promoted, and paperless “container packing list,” “equipment receipt” and “dock receipt” shall be fully implemented within the scope of the Tianjin Port Group. | | 2.推广应用“港口一站通”平台，在天津港集团范围内全面实行集装箱“装箱单”、“设备交接单”及“场站收据”无纸化。 |
| (3) The setup of on-site posts for the comprehensive customs business shall be adjusted, to gradually change the decentralized processing of business into centralized processing of business. | | 3.调整海关综合业务现场岗位设置，逐步将业务分散处置改为集中处置。 |
| (4) The verification of paper marine bill of lading/delivery order shall be canceled for customs inspection, electronic circulation of information on marine bill of lading and packing list (cargo manifest) shall be realized, and electronic clearance by inspection and quarantine institutions shall be implemented. | | 4.关检取消纸质海运提单/提货单验核环节，实行海运提单、装箱清单（载货清单）信息电子化流转，实施检验检疫电子放行。 |
| II. Optimizing Customs Declaration, Inspection and Quarantine Declaration and Inspection | | 二、优化报关报检和查验 |
| (5) The mode of advance customs declaration for maritime transport shall be promoted, and the shipping agencies may transmit the data of the shipping bills two days prior to the arrival of vessels at the ports, to achieve that the formalities of documents are undergone in parallel with the transportation of goods. | | 5.推广海运提前报关模式，船代公司可在船舶抵达口岸2日前传输舱单数据，实现单证手续与货物运输的同步进行。 |
| (6) An enterprise may make an appointment with the inspection entity to undergo inspection formalities in non-working hours and on holidays. | | 6.企业可预约查验单位在非工作时间和节假日办理查验手续。 |
