| For the purposes of deepening the commercial system reform and further promoting the computerized, standardized and convenient registration of chattel mortgage, in the spirit of the Guiding Opinions of the State Council on Accelerating the Advancement of “Internet plus Government Services” (No. 55 [2016] of the State Council), the State Administration for Market Regulation developed and established the National Market Regulation Service System of Chattel Mortgage Registration (hereinafter referred to as “the System”), and a pilot program of the System was conducted in Beijing, Shanghai and Wuhan from May to July, 2018. According to the feedback from the pilot program, the System is basically reasonable in process design, smooth in operation, and convenient in application, and satisfies the basic conditions for nationwide promotion and launch in an orderly manner. For more effective transition and system application advancement, the State Administration for Market Regulation has decided to launch the System first in your administrations on August 31. You are hereby notified of the relevant matters as follows: | | 为深化商事制度改革，进一步推进动产抵押登记信息化、规范化、便利化，根据《国务院关于加快推进“互联网＋政务服务”工作的指导意见》（国发〔2016〕55号）精神，市场监管总局开发建设了全国市场监管动产抵押登记业务系统（以下简称系统），并于5-7月在北京市、上海市、武汉市开展系统试点工作。根据试点反馈意见，目前系统流程设计基本合理、运行比较顺畅、应用较为便捷，具备了在全国陆续推广上线的基础。为进一步做好工作衔接和系统应用推广，市场监管总局决定自8月31日起在你局开展第一批系统上线运行工作。现将有关事项通知如下。 |

| The significant policy arrangements of “Internet plus government services” made by the CPC Central Committee and the State Council shall be further pushed forward, the width and depth of online registration of chattel mortgage shall be expanded by fully utilizing information technology, the chain of online services shall be extended to achieve the one-stop online application, review, publication and inquiry in the registration of chattel mortgage, and the interconnection and collaboration in sharing government information resources across levels, regions and departments shall be strengthened to tangibly resolve problems such as “heavy legwork” of enterprises and the public. | | 进一步落实党中央、国务院关于“互联网＋政务服务”的重大决策部署，充分运用信息化手段拓展动产抵押登记网上办理的广度和深度，延长网上办事链条，实现动产抵押登记在线申请、在线审核、在线公示、在线查询一网通办，加强政务信息资源跨层级、跨地域、跨部门互联互通和协同共享，切实解决企业群众办事“多跑腿”等问题。 |

| (1) Examination in accordance with laws and regulations: When the System is applied to chattel mortgage registration, the county-level administration for industry and commerce or market regulation at the place of domicile of a mortgagor shall examine, register, and publish the materials submitted by a party in strict accordance with the Property Law and the requirements of the Measures for Chattel Mortgage Registration (Order No. 88, SAIC). | | 1.依法依规审查。应用系统办理动产抵押登记，要严格遵守《物权法》规定，依据《动产抵押登记办法》（国家工商行政管理总局令第88号）的要求，由抵押人住所地的县级工商或市场监管部门对当事人应当提交的材料进行形式审查、登记、公示。 |
