The Interim Measures of Shenzhen Municipality for the Administration of Government Public Websites, which were deliberated and adopted at the 37th executive meeting of the fourth session of the Municipal Government, are now printed and distributed to you for your earnest compliance and implementation.

Chapter I General Provisions
| | 第一章 总则
|
Article 1 For the purpose of strengthening and regulating the construction, operation and management of the government public websites of this Municipality, these Measures are formulated in accordance with the relevant laws and regulations and on the basis of the actual situation of this Municipality.
| | 第一条 为加强和规范我市政府公众网站的建设、运行和管理，依据有关法律、法规，结合本市实际，制定本办法。

Article 2 The government public websites provide a platform for the governmental organs to deal with administrative affairs, provide public services, disclose government information, accept the supervision from of the general public and make realize the participation of the general public participate in.
The term “government public websites” as mentioned in these Measures include the portal website of Shenzhen Municipal Government and the websites of all districts and all departments. The “websites of all districts and all departments” refer to the subnets of the portal website of the Shenzhen Municipal Government.
| | 第二条 政府公众网站是政府机关在互联网上办理行政事务、提供公共服务、公开政府信息、接受公众监督和实现公众参与的平台。
本办法所指政府公众网站包括深圳市政府门户网站及各区、各部门网站。各区、各部门网站是深圳市政府门户网站的子网站。

Article 3 These Measures apply to the construction, operation and management of the government public websites of Shenzhen Municipality.
The websites of the state's entities to in Shenzhen, the sub-district offices and other organizations that bear administrative management functions or provide public services of this Municipality may take these Measures as a reference in application.
| | 第三条 深圳市政府公众网站的建设、运行和管理，适用本办法。
国家驻深单位、本市街道办事处以及其他具有行政管理职能、提供公共服务的组织的网站，可以参照适用本办法。

Article 4 The construction, operation and management of the government public websites shall follow the principles of openness, bringing convenience to facilitating people, efficiency and safety.
The content of the government public websites shall be comprehensive, accurate, timely and integrated.
| | 第四条 政府公众网站的建设、运行和管理应当遵循公开、便民、效率和安全的原则。
政府公众网站的内容应当全面、准确、及时和完整。

Article 5 The general office of the Municipal Government is the competent department of the government public websites, and is responsible for organizing, coordinating and supervising the relevant departments to in the implementation of these Measure.
The competent department ofinformation digitization of this Municipality shall be responsible for the overall planning of the construction of the government public websites throughout the whole Municipality, and researching and promoting the technical standards of government public websites together with the quality and technical supervision department of this Municipality.
The General Office of the Municipal Government shall be responsible for the establishment of the portal website of the Municipal Government, the set of columns, organization of content, release of information, and the operation and management of the portal website.
The Information Network Center of this Municipality shall be responsible for the technical support of the portal website of the Municipal Government.
| | 第五条 市政府办公厅是政府公众网站的主管部门，负责组织、协调、监督有关部门实施本办法。
市信息化主管部门负责全市政府公众网站建设的总体规划，并会同市质量技术监督部门研究和推广政府公众网站的技术标准。
市政府门户网站由市政府办公厅主办，负责门户网站的栏目设定、内容组织、信息发布和运行管理工作。
市政府门户网站的技术支撑工作由市信息网络中心负责。

Article 6 Each district or department shall be responsible for the establishment launching of the website of this its own district or this department, the organization of content, release of information, and the operation and maintenance, etc.
| | 第六条 各区、各部门主办本区本部门的网站，负责网站的内容组织、信息发布、运行维护等工作。

Article 7 Each district or department shall appoint a leader-in-charge to be the person held reliable to take charge of its website, and appoint a specialized agency to be in charge of the daily management work of the website.
| | 第七条 各区、各部门应指定分管领导为网站的责任人，指定专门机构负责网站日常管理工作。

Article 8 The competent department of informatization information digitization of this Municipality shall be responsible for the establishment and maintenance of the “Platform for the Generation and Management of Website”, the websites of all governmental departments may be moved to this platform.

Article 9 The name of the portal website of the Municipal Government is: Shenzhen Government Online.
The name of the website of each department subordinated to the Municipal Government shall be the full name of this department.
The name of the government public website of each district that is under the governance of the Municipal Government shall be the name of this district + government online.
| | 第九条 市政府门户网站的名称为：深圳政府在线。
市政府所属各部门网站的名称为该部门全称。
市政府下辖的区政府公众网站的名称为该区名＋政府在线。

Article 10 The English domain name of the portal website of Shenzhen Municipal Government is www.sz.gov.cn and www.shenzhen.gov.cn, and the Chinese domain name is “深圳政府在线”.
The domain name of the website of each district or department shall be ×××.sz.gov.cn, the competent department of informatization information digitization of this Municipality shall be responsible for the assignment and management, and ×××refers to the combination of the initials of the Chinese Pinyin of the entity's name. The original domain name of the website of each district or department may be used simultaneously concurrently.
| | 第十条 深圳市政府门户网站的英文域名为www.sz.gov.cn及www.shenzhen.gov.cn，中文域名为“深圳政府在线”。
各区、各部门网站的域名为×××.sz.gov.cn，由市信息化主管部门负责分配、管理，其中×××为单位名称汉语拼音首字母的组合。各区、各部门网站原有域名可以同时使用。

Article 11 The information release of the government public websites shall follow the principle of “the person who releases the information shall be held responsible for the released information”.
The following information shall be disclosed:
| | 第十一条 政府公众网站发布信息应遵循“谁发布，谁负责”的原则。
下列信息应当予以公开：

(1) The government information that is subject to social supervision, including the resumes of leaders, work division of work, significant speeches and activities, introduction of the district, news on government affairs, plans, laws and regulations and official documents, working dynamics, appoint and dismiss of personnel, the administration of finance, hotspot work and key work, etc;
| | （一）接受社会监督的政府信息，其中包括领导简历、工作分工、重要讲话与活动的公开、地区情况介绍、政务新闻、计划规划、法规公文、工作动态、人事任免、财政公开、热点工作、重点工作等；

(2) The information on providing services to the society, including the information on education, housing, social security, domicile, medical care, sanitation and other information with respect to individuals; and the information on corporation establishment, change, annual examination, qualification certification, safety in production and other information with respect to enterprises;
| | （二）为社会提供服务的信息，其中包括面向个人的教育、住房、社会保障、户籍、医疗、卫生等信息，以及面向企业的公司设立、变更、年审、资质认证、安全生产等信息；

(3) The integrated information of each district or department, including the information on leaders, organizational structure and work division, contact ways, working dynamics, statistical data, laws and regulations and official documents, etc;
| | （三）各区、各部门的整合信息，其中包括领导信息、组织结构及分工，联系方式、工作动态、统计数据、法规公文等信息；

(4) Other government information the Municipal Government requests to release.
