Plan on Reinvigoration of the Cultural Industry

The Seventeenth National People's Congress of the CPC expressly requires that we should actively develop the pro bono cultural undertaking, vigorously develop the cultural industry, inspire the cultural creativity of the whole nation and more consciously and actively promote the development and prosperity of culture. To implement the Central requirements, we should lay an emphasis on the development of the pro bono cultural undertaking and in the mean time, accelerate the reinvigoration of the cultural industry and give full play to the important role of the cultural industry in adjusting the structure, boosting the domestic demand, creating jobs and promoting the development. This plan is worked out by taking into consideration the current new situation of responding to the international financial crisis and the earnest demand of reform and development of the cultural sector.

党的十七大明确提出,要积极发展公益性文化事业,大力发展文化产业,激发全民族文化创造活力,更加自觉、更加主动地推动文化大发展大繁荣。为贯彻落实中央精神,在重视发展公益性文化事业的同时,加快振兴文化产业,充分发挥文化产业在调整结构、扩大内需、增加就业、推动发展中的重要作用,结合当前应对国际金融危机的新形势和文化领域改革发展的迫切需要,特制定本规划。
I. The importance and urgency of reinvigoration of the cultural industry
The cultural industry is an important carrier for the prosperity and development of the socialist culture under the market economic conditions, an important means for satisfying various, multi-level and multi-aspect demands of the people in spiritual culture, as well as a major emphasis for promoting the adjustment of the economic structure and changing the mode of economic development. Since the Sixteenth National Congress of the CPC, the CCCPC and the State Council have attached great importance to the development of the cultural industry and have taken a series policies and measures to deepen the reform of the cultural system and accelerate the development of the cultural industry. We have made significant progress in transforming the state-owned commercial cultural entities into enterprises. There has arisen a batch of strong and competitive cultural enterprises and conglomerates. The scale of the cultural industry has gradually expanded. We can see a preliminary cultural industry structure with public ownership playing a dominant role and diverse forms of ownership developing side by side. The culture's pace of “going out” has been accelerated, the deficit in the trade of cultural import and export has been gradually reduced and the international competitiveness of the cultural industry of China has been incessantly enhanced. All in all, the cultural industry of China has been developing soundly and vigorously and has become a significant engine to promote the development and prosperity of the socialist culture and a new growth point for the economic development.
At the same time, we should also realize that the development of Chinese cultural industry still remains low and lacks vigorousness. It can not satisfy the increasing demands of the people in spiritual culture. It does not adapt well to the increasingly improved system of socialist market economy, the rapid development and wide application of modern science and technology and the new situation of China' s opening wider and wider to the outside world. At the present time, we still do not see the bottom of the international financial crisis which has brought a great impact on the development of the cultural industry, but there are new opportunities and favorable conditions in the face of difficulties and challenges. The culture has a function of reverse adjustment. The cultural industry can buck the trend in the face of economic slide. This is a good opportunity to innovate in the cultural system and invigorate the cultural industry. We should grasp this opportunity to reinvigorate the cultural industry and make contributions to realizing the goals of “ensuring the growth, boosting the domestic demand, adjusting the structure, promoting the reform and improving the livelihood.”
   一、加快文化产业振兴的重要性紧迫性
文化产业是市场经济条件下繁荣发展社会主义文化的重要载体,是满足人民群众多样化、多层次、多方面精神文化需求的重要途径,也是推动经济结构调整、转变经济发展方式的重要着力点。党的十六大以来,党中央、国务院高度重视发展文化产业,采取了一系列政策措施,深入推进文化体制改革,加快推动文化产业发展。国有经营性文化单位转企改制取得重要进展,涌现出一批具有较强实力和竞争力的文化企业和企业集团,文化产业规模逐步壮大,以公有制为主体、多种所有制共同发展的文化产业格局初步形成。文化“走出去”步伐加快,文化进出口贸易逆差逐步缩小,我国文化产业的国际竞争力不断增强。总的看,我国文化产业呈现出健康向上、蓬勃发展的良好态势,正在成为推动社会主义文化大发展大繁荣的重要引擎和经济发展新的增长点。
同时要看到,我国文化产业的发展水平还不高、活力还不强,与人民群众日益增长的精神文化需求还不相适应,与日趋完善的社会主义市场经济体制还不相适应,与现代科学技术迅猛发展及广泛应用还不相适应,与我国对外开放不断扩大的新形势还不相适应。当前,国际金融危机仍未见底,并对文化产业发展产生诸多影响,但困难和挑战中蕴含着新的机遇和有利条件,文化具有反向调节功能,面对经济下滑,文化产业有逆势而上的特点,这为创新文化体制机制、做大做强文化产业带来了契机。要抓住机遇,大力振兴文化产业,为“保增长、扩内需、调结构、促改革、惠民生”作出贡献。
II. Guiding thought, basic principles and planning objectives
   二、指导思想、基本原则和规划目标
1. Guiding thought. We should completely implement the tenets of the Seventeenth National Congress of the CPC, take Deng Xiaoping Theory and the important thought of Three Represents as our guide, and thoroughly apply the Scientific Outlook on Development. We should, by concentrating on all objectives and tasks for the development of cultural industry as determined in the Outline for the Culture Development Planning during the National 11th Five-Year Plan Period as well as on the emphases of the present cultural system reform, vigorously foster the market participants, accelerate the transformation of the mode of development of cultural industry, further emancipate and develop the cultural productivity, earnestly protect the cultural safety of China, promote the rapid and sound development of the cultural industry and make the cultural industry become a new growth point for the national economy.
 (一)指导思想。全面贯彻党的十七大精神,坚持以邓小平理论和“三个代表”重要思想为指导,深入贯彻落实科学发展观,紧紧围绕《国家“十一五”时期文化发展规划纲要》确定的文化产业发展的各项目标任务和当前文化体制改革的重点,大力培育市场主体,加快转变文化产业发展方式,进一步解放和发展文化生产力,切实维护我国文化安全,推动文化产业又好又快发展,将文化产业培育成国民经济新的增长点。
2. Basic principles. We should always put social benefits in the first place and try our best to realize the unity of social and economic benefits. We should take the system reform and the scientific and technological progress as the engine to enhance the vitality of the development of cultural industry and improve the cultural innovation capabilities. We should follow the path of development of cultural industry with Chinese characteristics, study and absorb the excellent culture of the world and actively promote the prosperity and development of Chinese national culture. We should adhere to stressing the structural adjustment, speed up the progress of major projects and expand the scale of the industry so as to enhance the entire strength and competitiveness of the cultural industry. We should stress the domestic and overseas markets, actively expand the domestic and overseas markets and enhance the international influence of the Chinese culture.
 (二)基本原则。坚持把社会效益放在首位,努力实现社会效益和经济效益的统一;坚持以体制改革和科技进步为动力,增强文化产业发展活力,提升文化创新能力;坚持走中国特色文化产业发展道路,学习借鉴世界优秀文化,积极推动中华民族文化繁荣发展;坚持以结构调整为主线,加快推进重大工程项目,扩大产业规模,增强文化产业整体实力和竞争力;坚持内外并举,积极开拓国内国际文化市场,增强中华文化在国际上的影响力。
3. Planning objectives. We should finish transforming commercial cultural entities into enterprises, further improve the participants of the cultural market, enhance the vitality of the participants of the cultural market, expand the scale of the cultural industry and give full play to the function and role of the cultural industry in promoting the economic and social development.
 (三)规划目标。完成经营性文化单位转企改制,文化市场主体进一步完善,活力进一步增强,文化产业规模不断扩大,推动经济社会发展的功能和作用得到较好发挥。
(1) To further improve the participants of the cultural market. We should, under the principle of innovating in the cultural system, transforming the mechanism, catering to the market and enhancing the vitality, basically finish transforming commercial cultural entities into enterprises so as to further improve the participants of the cultural market and further enhance the vitality of the participants of the cultural market.
 1.文化市场主体进一步完善。按照创新体制、转换机制、面向市场、增强活力的原则,基本完成经营性文化单位转企改制,文化市场主体进一步完善,活力进一步增强。
(2) To further improve the cultural industrial structure. We should obviously boost the development of culture through major sectors and projects, rapidly develop the cultural creations, film and TV program production, publication, printing and replication, advertising, performing arts and entertainment, cultural exhibition, digital content, animation and other sectors, make important progress in the capital-based merger and reorganization of cultural enterprises and strive to form a batch of backbone cultural enterprises and conglomerates which can conduct business operations across different regions and different sectors, are competitive in the market and have an output value of more than 10 billion yuan.
 2.文化产业结构进一步优化。重点行业和项目对文化的拉动作用明显增强,文化创意、影视制作、出版发行、印刷复制、广告、演艺娱乐、文化会展、数字内容和动漫等产业得到较快发展,以资本为纽带推进文化企业兼并重组取得重要进展,力争形成一批跨地区跨行业经营、有较强市场竞争力、产值超百亿的骨干文化企业和企业集团。
(3) To further enhance the cultural innovation capabilities. We should make substantial progress in making innovations to the cultural system, obviously enhance the vitality of development of the cultural industry, form a market-oriented cultural innovation system in which the enterprises act as the main bodies while the enterprises, universities and research institutes are cooperating with each other, further enhance the original creativity of culture, widely apply the digital and network technologies and obviously improve the equipment and scientific and technological content of the cultural enterprises.
 3.文化创新能力进一步提升。文化体制机制创新取得实质性进展,文化产业发展活力明显增强,以企业为主体、市场为导向、产学研相结合的文化创新体系初步形成,文化原创能力进一步提高,数字化、网络化技术广泛运用,文化企业装备水平和科技含量显著提高。
(4) To further improve the modern cultural market system. We should give better play to the fundamental role of the market in the allocation of cultural resources, ensure the reasonable circulation of cultural products and productive elements, further develop the urban and rural cultural markets, make the modern circulation organizations and forms gradually become the major forces in the cultural circulation sector, incessantly expand the cultural consumption sector and obviously increase the weight of cultural consumption in the consumption of urban and rural residents.

 4.现代文化市场体系进一步完善。市场在文化资源配置中的基础性作用得到更好的发挥,文化产品和生产要素合理流动,城乡文化市场进一步发展,现代流通组织和流通形式逐步成为文化流通领域的主要力量,文化消费领域不断拓展,在城乡居民消费结构中的比重明显增加。
