Circular on Local Governmental Organizations Uniformly Employing customs Statistical Data on Import and Export

Planning (Economic) Commissions, Foreign Trade and Economic Commissions (departments, bureaus) of Provinces, Autonomous Regions, Municipalities Directly under the Central Government and Cities under Control Plans the Customs General Administration (Guangdong sub-Administration), the Customs Directly under the Customs General Administration:
In accordance with the instruction of leading comrades of the State Council, in order to unify the policy, make it convenient for comparing and avoid confusion, "Method of the Customs Directly Under the Customs General Administration for Providing Local Governmental Organizations with Customs Statistical Data" is printed and distributed. Please comply with it. Relevant Points are notified as follows:

各省、自治区、直辖市及计划单列市计（经）委、外经贸委（厅、局），广东海关分署，各直属海关：
根据国务院领导同志的指示精神，为统一口径、便于比较、避免混乱、有利工作，现决定统一使用海关统计数据反映进出口情况。现将《各直属海关向地方政府部门提供海关统计数据的办法》印发给你们，请遵照执行，并就有关事项通知如下：

1.Local governments shall formulate policies, research into matters and instruct in work on the basis of Customs statistical data on import and export when involving import and export practice.
| | 一、各地区在制定政策、研究问题、指导工作时，涉及进出口业务的，要以海关进出口统计数据为依据。

2.Customs statistical data shall be utilized when publishing and employing actual data on import and export and the source of data shall be marked.
| | 二、对外公布、使用实际出口和进口到货数据，要以海关统计数据为准，并标明数据来源。
|
3.Regulation objective of import and export shall be made out on the basis of Customs statistical data and the source of data shall be marked.
| | 三、要以海关统计数据口径制定本地区进出口调控目标，考核进出口完成情况。

4.Relations between Customs statistics and foreign trade statistics shall be handled carefully and skillfully. Customs statistics is our official statistics. Local foreign trade administration organizations shall do a good job in development and utilization of Customs statistical material and make full use of this information resource in administration of foreign trade. Actual data on import and export of foreign trade statistics shall be mainly for use in inner management as a supplement to the Customs statistical data. Actual data on import and export of foreign trade statistics shall not be published in principle.
| | 四、要妥善处理海关统计和外经贸业务统计的关系。海关统计是我国官方的进出口统计，各地方外经贸主管部门要认真抓好海关统计资料的开发和利用工作，充分挖掘海关统计信息资源为外经贸业务管理服务；外经贸业务统计中实际进出口数据主要服务于内部管理，弥补海关统计之不足，原则上不得对外公布。

5.The Customs shall do a better job in providing statistics,improve statistical data, report local statistical data on import and export to local governmental organizations regularly and provide consulting service of statistics information as well as possible.
．．．．．． | | 五、各海关要进一步做好统计工作，提高统计数据质量，按照《各直属海关向地方政府部门提供海关统计数据的办法》按时向地方政府部门通报本地区进出口统计数据，并做好统计信息咨询服务工作。
