Notice of the People's Bank of China and the Ministry of Labor and Social Security on the Relevant Issues Concerning Enterprise Annuity Funds' Entry into the National Inter-bank Bond Market

Shanghai Headquarters of the People's Bank of China, all branches, business management departments, central sub-branches of the People's Bank of China in provincial capital cities, central sub-branches of the People's Bank of China in deputy provincial cities; the departments (bureaus) of labor and social security of all provinces, autonomous regions, municipalities directly under the central government, cities under separate state planning and Sinkiang Production and Construction Corps.; National Inter-bank Funding Center; and China Government Securities Depository Trust & Clearing Co., Ltd.:
For the purpose of widening the investment channels of enterprise annuity funds, promoting the value maintenance and appreciation of enterprise annuity funds, diversifying the types of the investors in the national inter-bank bond market and enhancing the sound development of bond market, in accordance withthe Measures for the Administration of Bond Transactions in the National Inter-bank Bond Market, the Trial Measures for the Administration of Enterprise Annuity Funds and other relevant regulations, we hereby notify the relevant issues concerning the enterprise annuity funds' entry into the national inter-bank bond market as follows:

中国人民银行上海总部，各分行、营业管理部、省会（首府）城市中心支行、副省级城市中心支行；各省、自治区、直辖市劳动和社会保障厅（局），各计划单列市、新疆生产建设兵团劳动和社会保障局；全国银行间同业拆借中心，中央国债登记结算有限责任公司：
为拓宽企业年金基金投资渠道，促进企业年金基金财产保值增值，丰富全国银行间债券市场投资者类型，推动债券市场健康发展，根据《全国银行间债券市场债券交易管理办法》、《企业年金基金管理试行办法》等有关规章，现就企业年金基金进入全国银行间债券市场有关事项通知如下：

1. An enterprise annuity fund established according to law may enter into the national inter-bank bond market to engage in such businesses as bond investment, etc.
| | 一、依法设立的企业年金基金可进入全国银行间债券市场从事债券投资等业务。
|
2. An enterprise annuity fund may conduct bond transactions and settlement either by itself or by entrusting a settlement agent.
| | 二、企业年金基金可直接进行债券交易和结算，也可通过结算代理人进行债券交易和结算。

3. When conducting bond transactions and settlement by an enterprise annuity fund itself, its trustee shall entrust the investment manager and custodian of the enterprise annuity fund to, on behalf of the enterprise annuity fund, apply for handling bond transaction networking formalities and the opening of bond custody accounts to the National Inter-bank Funding Center (hereinafter referred to as Funding Center) and China Government Securities Depository Trust & Clearing Co., Ltd. (hereinafter referred to as Central Clearing Company) respectively. The account name shall be “××Portfolio of the Enterprise Annuity Plan of the Custodian, ×× Company”. When applying, the following materials shall be submitted:
| | 三、企业年金基金直接进行债券交易和结算时，其受托人应委托企业年金基金投资管理人和托管人代理企业年金基金分别向全国银行间同业拆借中心（以下简称同业中心）和中央国债登记结算有限责任公司（以下简称中央结算公司）申请办理债券交易联网手续和开立债券托管账户，账户名称为“托管人××公司企业年金计划××组合”。申请时应提交以下材料：

(1) the photocopy of the letter of authorization on the fact that the trustee entrusts the investment manager to handle bond transaction networking formalities.
The photocopy of the letter of authorization on the fact that the trustee entrusts the custodian to apply for the opening of bond custody accounts.
| | （一）受托人委托投资管理人办理债券交易联网手续的委托书复印件。
受托人委托托管人申请开立债券托管账户的委托书复印件。

(2) the photocopy of the confirmation letter on enterprise annuity plan (including the registration number) produced by the administrative department of labor and social security.
