| Your Letter on Soliciting Opinions on How to Determine the Nature of “Preferential Loan Interest” (No. 1335 [2002] of the General Office of the Ministry of Public Security) has been received. The following opinions are hereby offered: | | 你厅《关于征求对“贷款优惠息”性质认定意见的函》 (公经[2002]1335号)收悉。现提出如下意见： |

| I. Scope of preferential interest rates of the loans for ethnic trade and production of ethnic articles. In accordance with the provisions of the Notice on Continuing Granting Preferential Interest Rates to the Loans for Ethnic Trade and Production of Ethnic Articles (No.437 [1997], PBC) issued by the People's Bank of China on October 24, 1997, and the Notice of the People's Bank of China on Continuing Granting Preferential Interest Rates to the Loans for Ethnic Trade and Production of Ethnic Articles (No.56 [2001], PBC) issued on March 13, 2002, the scope of the loans for ethnic trade to which preferential interest rates are applicable shall be limited to the working capital loans required for the marketing of supplies specially for ethnic minorities, necessities for production and livelihood, medicines and books by state-owned commercial enterprises, supply and marketing cooperatives, pharmaceutical companies and Xinhua Bookstore within the ethnic trading counties and for the purchase of agricultural and husbandry byproducts of ethnic minorities; the working capital loans required by grassroots ethnic trade outlets of ethnic trading counties below the county and township level, pharmaceutical companies and Xinhua Bookstore; and the working capital loans required by ethnic trading companies at the provincial or prefecture level which have been approved through examination to assume the supply tasks of ethnic trading counties and have been listed as those designated by the State Ethnic Affairs Commission (“SEAC”) to transport industrial products to the countryside (towns below the county level). The scope of loans for the production of ethnic articles to which preferential interest rates are applicable shall be limited to the working capital loans required by the designated enterprises that engage in the production of ethnic articles under the Catalogue of Supplies Specially for Ethnic Minorities. | | 一、民族贸易和民族用品生产优惠利率贷款的范围。中国人民银行1997年 10月24日印发的《关于民族贸易和民族用品生产贷款继续实行优惠利率的通知》(银发[1997]437号)和2002年3月13日印发的《中国人民银行关于民族贸易和民族用品生产贷款继续实行优惠利率的通知》 (银发[2001]56号)规定，民族贸易贷款实行优惠利率的范围，限于民族贸易县内国有商业企业、供销社、医药公司和新华书店经销少数民族特需用品、生产生活必需品、药品、书籍及收购少数民族农牧副产品所需要的流动资金贷款；民族贸易县乡镇以下的基层民族贸易网点、医药公司、新华书店所需要的流动资金贷款；经审查批准的担负民族贸易县供应任务，并列入国家民委指定的送工业品下乡(县以下乡镇)的省、州级民族贸易公司所需要的流动资金贷款。民族用品生产贷款实行优惠利率的范围，限于按少数民族特需用品目录进行生产的民族用品定点生产企业所需要的流动资金贷款。 |
