The administrations for industry and commerce of the provinces, autonomous regions, and municipalities directly under the Central Government:
The former State Administration of Industry and Commerce was adjusted as the State Administration for Industry and Commerce last year. After deliberation, we have decided to start the use of new version business licenses of non-company enterprises with legal person status, private enterprises, sole-investor enterprises, partnership enterprises, and individual businesses as of May 1, 2002. The following circular is hereby made concerning the relevant matters:

各省、自治区、直辖市工商行政管理局：
去年，国家工商行政管理局调整为国家工商行政管理总局。经研究决定，自2002年5月1日起启用新版非公司企业法人、私营企业、个人独资企业、合伙企业、个体工商户营业执照。现将有关事宜通知如下：

1.As of May 1, 2002, the non-company enterprises with legal person status, private enterprises, sole-investor enterprises, partnership enterprises, and individual businesses going through the formalities for establishment registration, alteration registration, or replacement of business licenses shall start using the new version business licenses.
．．．．．． | | 一、自2002年5月1日起，办理设立登记、变更登记以及补发营业执照手续的非公司企业法人、私营企业、个人独资企业、合伙企业和个体工商户启用新版营业执照。
新版个人独资企业、合伙企业、个体工商户营业执照正本和副本均将旧版营业执照中印有“国家工商行政管理局”字样处一律改印为“国家工商行政管理总局”；新版非公司企业法人、私营企业营业执照正本、副本和分支机构营业执照正、副本左上角均印有“国家工商行政管理总局监制”的无色莹光防伪标记，无色莹光防伪油墨形成的莹光为浅红色。以上各种营业执照正本、副本和企业分支机构营业执照正、副本，右下角均加印“中华人民共和国国家工商行政管理总局制”的字样。
