| Interim Measures for the Administration of Collection of Disaster Relief Materials

| | 救灾物资回收管理暂行办法

Article 1 In order to strengthen the administration of disaster relief materials, improve the collection level and use efficiency of disaster relief materials, and prevent waste of disaster relief materials, these Measures are formulated according to the relevant current policies of the State.
| | 第一条 为了加强救灾物资管理，提高救灾物资的回收水平和使用效率，防止救灾物资的浪费，根据国家现行有关政策规定，制定本办法。

Article 2 The collectable disaster relief materials mentioned in these Measures refer to the goods and materials for disaster relief that are arranged, purchased, requisitioned and allocated (including one-to-one assistance) by the relevant departments of governments at all levels and the donated and reusable disaster relief materials that are taken over and managed by the relevant departments of governments at all levels. The disaster relief materials shall be divided into the following categories:
| | 第二条 本办法所称可回收利用的救灾物资，是指救灾过程中由各级政府有关部门安排、采购、征用、调拨（包括对口支援在内），以及由各级政府有关部门接收和管理的社会捐赠的、可回收重复利用的救灾物资。主要分为以下几类：

1. Living materials. It includes tents, mobile houses, mobile toilets, water purification equipment, and lighting equipment, etc.
| | （一）生活类物资。包括帐篷、活动板房、移动厕所、净水设备、照明设备等。
|
2. Rescue materials. It includes excavators, carrier vehicles, loaders, cranes, trailers, bulldozers and other large machinery and transport equipment, and spades, pickaxes, crowbars, jacks and other small rescue tools.
| | （二）救援类物资。包括挖掘机、运输车、装载机、吊车、拖车、推土机等大型机械设备和运输工具，以及铁锹、镐、撬棍、千斤顶等小型救援工具等。

3. Medical materials. It includes common medical appliances, high-value medical devices, monitoring equipment, disinfection equipment, ambulances, and medicines, etc.
| | （三）医疗类物资。包括常用医疗器械、高值医疗器械、监测器械、消毒器械，以及救护车和药品等。

4. Communications materials. It includes emergency communications equipment and satellite phones, etc.
| | （四）通信类物资。包括应急通信设备和卫星电话等。
|
5. Power-supply materials. It includes large-scale power generation vehicles and generators, etc.
| | （五）供电类物资。包括大型发电车和发电机等。

6. Other materials.
