The Temporary Rules of the Ministry of Foreign Trade and Economic Cooperation on the Hearing of Antidumping Investigation
(Enacted and Promulgated by the Department of Treaty and Law of the Ministry of Foreign Trade and Economic Cooperation on June 2, 2000 and shall take effect as of the date of promulgation)

Article 1. The Temporary Rules are formulated in accordance with the relevant provisions of The Antidumping and Anti-subsidization Regulations of the People's Republic of China, and for the purpose of making a fair and reasonable ruling on dumping cases in the antidumping investigation.
| | 第一条 为公平、合理地做出反倾销调查中关于倾销方面的有关裁定，根据《中华人民共和国反倾销和反补贴条例》的有关规定，制定本暂行规则。

Article 2. The Temporary Rules are applicable to the hearing by the Ministry of Foreign Trade and Economic Co-operation of dumping issues in the antidumping investigation procedure.
| | 第二条 本暂行规则适用于中华人民共和国对外贸易经济合作部在反倾销调查程序中倾销部分调查的听证会。

Article 3. Prior to the hearing, the Ministry of Foreign Trade and Economic Cooperation shall issue a meeting notice to those interested in attending . The interested parties shall submit their names at the Department of Treaty and Law, a division of the Ministry of Foreign Trade and Economic Cooperation, within the allotted limit in order to attend. Any delay in entering their names shall be deemed as the equivalent of refusing to appear at the hearing. If there are reasonable excuses for not attend the hearing, an application for extension shall be submitted in written form 5 days prior to the hearing. It is up to the Department of Treaty and Law, under the Ministry of Foreign Trade and Economic Cooperation, to decide whether the hearing will be postponed.
．．．．．． | | 第三条 听证会前，对外贸易经济合作部提前向各利害关系方发放会议通知，各利害关系方应在听证会通知中的规定的时间内向对外贸易经济合作部条法司报名。过期则被视为放弃参加本次听证会。如果有充分理由不能参加听证会，至少在听证会举行５天前以书面的方式提出延期申请，由外经贸部条法司决定是否延期举行听证会。
