Notice of General Administration of Customs, State Development Planning Commission, State Economic and Trade Commission and Ministry of Finance on Implementing the List of Industries, Products and Technologies Encouraged by the State for Development （2000 Revision）and List of Import Commodities without Exemption for Domestic Investment Project（2000 Revision）

All ministries and commissions under the State Council and all agencies directly under the State Council, planning commissions and commissions of foreign trade and economic relations of all provinces, autonomous regions and municipalities directly under the Central Government and cities under the State planning, pilot enterprise groups of the State, Guangdong branch and customs directly under General Administration of Customs:
ON approval of the State Council, the List of Industries, Products and Technologies Encouraged and Emphasized on by the State for Development （2000 Revision）, issued by the State Planning Commission and State Economic and Trade Commission, and List of Import Commodities without Exemption for Domestic Investment Project（2000 Revision）, issued by the Ministry of Finance have been circulated and are hereby printed and distributed to you （see Annex 1 and 2）and notice on relevant issues in implementation is made as follows:

国务院各部委、各直属机构，各省、自治区、直辖市及计划单列市政府计委、经贸委，国家试点企业集团，广东分署、各直属海关：
经国务院批准，由国家计委、国家经贸委发布的《当前国家重点鼓励发展的产业、产品和技术目录（２０００年修订）》和财政部发布的《国内投资项目不予免税的进口商品目录（２０００年修订）》已经下达，现印发给你们（见附件一、二），并就执行中的有关问题通知如下：

I. for the accurate and reliable implementation of the above two Lists, it has been decided after discussion that the above two revised Lists will be carried out from November 1, 2000,Accordingly, all domestic investment projects and imported equipments which have been recently approved after November 1, 2000 will be subject to the above two Lists.
| | 一、为准确、稳妥地执行好上述两个目录，经研究决定，修订后的上述两个目录统一自２０００年１１月１日起执行。即２０００年１１月１日后新批准（指项目可研性批复日期，下同）的国内投资项目及其进口设备一律按照上述两个修订的目录执行。

II. To ensure the smooth implementation of the previous projects approved before the new Lists are revised, those domestic investment projects approved before October 31, 2000 （including the day and those projects carried forward before January 1, 1998）and their equipments which had been imported by entry before October 31, 2001 （including the day）will still be subject to the List of Import Commodities without Exemption for Domestic Investment Project （trial implementation）; all those imported by entry on or after November 1, 2000 will be subject to the List of Import Commodities without Exemption for Domestic Investment Project （2000 Revision）.
．．．．．． | | 二、为保证新目录修订前所批准的老项目顺利实施，对２０００年１０月３１日（含１０月３１日）以前批准的国内投资项目（包括１９９８年１月１日以前的结转项目），其设备在２００１年１０月３１日（含１０月３１日）以前报关进口的，仍按照１９９７年１２月３１日颁布的《国内投资项目不予免税的进口商品目录（试行）》执行；２００１年１１月１日及以后报关进口的一律按照《国内投资项目不予免税的进口商品目录（２０００年修订）》执行。
