Interim Measures of the Archive of the Ministry of Foreign Affairs for Opening Archives to the Public

Article 1 In order to implement the policy of archives opening, to bring into full play the social benefit of the archives, and to better serve the work of foreign affairs and the society, the present Interim Measures are hereby formulated in accordance with the Archives Law of the People's Republic of China, the Implementing Measures of the Archives Law of the People's Republic of China, and by reference to the Measures for Archives Opening of National Archives at Various Levels.
| | 第一条 为贯彻开放档案的方针，充分发挥档案的社会效益，更好地为外交工作和社会各界服务，根据《中华人民共和国档案法》、《中华人民共和国档案法实施办法》，参照《各级国家档案馆开放档案办法》，特制定本暂行办法。

Article 2 The archives collection of this Archive, which were formed more than 30 years ago and no longer need to be kept secret or be restricted from use pursuant to the relevant provisions, shall be reported to the leader group of appraisal and opening of foreign affairs archives of the Ministry of Foreign Affairs and to the State Council for approval, and be made available to the public regularly and in batches.
| | 第二条 本馆馆藏档案，自形成之日起满30年，凡按有关规定无需继续保密或控制使用的，报外交部外交档案鉴定开放领导小组和国务院批准，分期分批向社会开放。

Article 3 The opening of any deposit archives shall be decided by the depositor or the legal successor thereof. If there is no legal successor, the opening of such archives shall be dealt with by this Archive in accordance with Article 2 herein.
| | 第三条 本馆寄存档案的开放，由寄存者或其合法继承者决定。如无合法继承者，其档案的开放由本馆按照本办法第二条办理。

Article 4 All the open archives of this Archive will be included in the catalogue of open archives, and the users may search them manually or by computer. The open archives will be provided for use by means of computer-based reading and some paper photocopies. The archive photocopies that bear the signature or stamp of the legal representative of this Archive shall have the same effects as those of the original archives.
．．．．．． | | 第四条 本馆所有开放档案，均编入开放档案目录，利用者可通过手工或计算机检索。本馆开放档案以机读方式和部分纸质复制件提供利用。本馆档案复制件载有本馆法定代表人的签名或者印章标记的，具有与档案原件同等的效力。
