为了保障航空运输安全，促进我国对外贸易发展，根据《中华人民共和国进出口商品检验法》和《国际航空运输危险货物规则》规定，由国家进出口商品检验局、中国民用航空总局、国家计划委员会和对外贸易经济合作部联合制定了《空运进出口危险货物包装检验管理办法（试行）》，现予发布，请遵照执行。

CHAPTER ONE GENERAL PROVISIONS
| | 第一章 总则
|
Article 1 This set of regulations is formulated to strengthen the inspection and supervision of the packing of the dangerous import and export airfreight to ensure the safety of the passengers, goods and air transportation in line with Article Five of "The Law of the People's Republic of China on the Inspection of Import and Export Commodities" and "The International Rules on Transportation of Dangerous Airfreight" (hereinafter referred to as the "International Rules").
| | 第一条 为了加强空运进出口危险货物包装的检验和监督管理，保障旅客、货物和航空运输安全，根据《中华人民共和国进出口商品检验法》第十五条规定和《国际航空运输危险货物规则》（以下简称《国际空运危规》）规定，制定本办法。

Article 2 The regulations are applied to the inspection and administration of the packing of the dangerous import and export airfreight.
| | 第二条 本办法适用于航空运输进出口危险货物包装的检验和管理。

Article 3 The State Administration for the Inspection of Imports and Exports Commodities of the People's Republic of China (hereinafter referred to as the State Inspection Administration) is in charge of China's inspection work of the packing of the dangerous import and export airfreight. Bureaus for the inspection of import and export commodities set up by the State Inspection Administration in various areas (hereinafter referred to as "local inspection bureaus") are responsible for the administration of the inspection of the packing of the dangerous import and export airfreight of their respective areas.
| | 第三条 中华人民共和国国家进出口商品检验局（以下简称国家商检局）主管全国航空运输进出口危险货物包装的检验工作。国家商检局在各地设立的进出口商品检验局（以下简称商检机构），管理和办理本地区航空运输进出口危险货物包装的检验工作。

Article 4 This inspection of the packing of the dangerous import and export airfreight includes property inspection and use appraisal with inspecting and appraising methods in accordance with China's relevant norms and the demands of the "International Rules". The uninspected packages are forbidden to be used as containers for the dangerous import and export airfreight.
| | 第四条 航空运输进出口危险货物包装检验包括性能检验和使用鉴定，其检验、鉴定方法必须符合我国有关标准和《国际空运危规》的要求。未经检验的包装不准用于盛装空运进出口危险货物。

Article 5 The freight transport departments of the air transportation firms under the Civil Aviation Administration of China (CAAC) (hereinafter referred to as the air transport departments) are responsible for checking the property inspection and use appraisal certificates of the dangerous import and export airfreight and the packing of the dangerous import and export goods.
| | 第五条 中国民用航空总局所属各航空运输企业货运部门（以下简称航空货运部门）负责核查进出口危险货物包装性能检验证单和使用鉴定证单，并对进出口危险货物包装进行查验。

CHAPTER TWO INSPECTION
| | 第二章 检验
|
Article 6 Production units of packing materials for the dangerous export airfreight (hereinafter referred to as production units) which have obtained the license for the quality of their export commodities should apply to the commodities inspection agencies for property inspection of the packing materials for the dangers export airfreight after they have checked them as qualified by providing the norms of the products, their technological regulations and certificates of quality inspection. For every liquid container, a certificate of airtight test must be obtained. The production units must apply for inspection in time when the design, quality of materials used or the processing technology applied of the products are changed.
| | 第六条 已取得出口商品质量许可的空运出口危险货物包装生产单位（以下简称生产单位）对其产品厂检合格后向商检机构申请空运出口危险货物包装性能检验，并须提供产品标准、工艺规程和厂检合格单，对盛装液体的包装容器还须提供每个包装容器气密试验合格单。当改变产品设计、材质或加工工艺，须及时重新申请检验。

Article 7 The users of the packing containers for the dangerous export airfreight (hereinafter referred to as the users) apply to inspection agencies for certificates of use appraisal on the packing materials for the dangerous export airfreight with regard to their use in batches after they are checked as standard, by providing a relevant report of evidence in line with the rules on use appraisal.
| | 第七条 空运出口危险货物包装容器的使用单位（以下简称使用单位）对包装容器的使用情况自检合格后，逐批向商检机构申请空运出口危险货物包装使用鉴定，并按使用鉴定规程规定提供有关的证明报告。

Article 8 Commodities inspection agencies shall undertake inspection and appraisal in accordance with the rules governing the property inspection and use appraisal of the packing materials for the dangerous export airfreight, and, if the inspection and appraisal prove that the packing materials are standard, issue respectively "the certificate of the results of property inspection of the packing containers for the dangerous export airfreight" (hereinafter referred to as "the certificate of property inspection") and "the certificate of the results of use appraisal of the packing containers for the dangerous export airfreight" (hereinafter referred to as "the certificate of use appraisal"). In case that there is a need to change the certificates, the commodities inspection agencies may issue the relevant certificate of property inspection and the certificate of use appraisal in accordance with the above two certificates.
．．．．．． | | 第八条 商检机构依照空运出口危险货物包装性能检验和使用鉴定规程进行检验和鉴定，经检验和鉴定合格，分别签发《空运出口危险货物包装容器性能检验结果单》（以下简称《性能检验结果单》）和《空运出口危险货物包装容器使用鉴定结果单》（以下简称《使用鉴定结果单》），对需要换发证书的凭上述结果单换发相应的性能检验证书或使用鉴定证书。
