Notice of China Insurance Regulatory Commission on Further Strengthening the Management of Sale of Investment-linked Insurance Products

All local bureaus of China Insurance Regulatory Commission, all life insurance companies, health insurance companies and old-age insurance companies,
To intensify the prevention of risks, improve the management of sale of investment-linked insurance products and earnestly protect the policy holders and the insured, you are hereby notified of the following matters:

各保监局，各寿险公司、健康险公司、养老险公司：
为加强风险防范，完善投资连结保险销售管理，切实保护投保人和被保险人的利益，现就有关事项通知如下：

1. An insurance company should attach great importance to the management of sale of investment-linked insurance products, and ensure that the investment-linked insurance products are sold to the groups of clients with the corresponding risk bearing capacity via qualified sellers and through proper sale channels.
| | 一、保险公司要高度重视对投资连结保险销售的管理工作，确保通过合格的销售人员，经由合适的销售渠道，将投资连结保险销售给具有相应风险承受能力的客户人群。
|
2. Where an insurance company authorizes a bank to sell investment-linked insurance products, it should limit the sale of such products at the bank's financing center and counter, and not at its savings counter.
| | 二、保险公司委托银行代理销售投资连结保险的，应严格限制在银行理财中心和理财柜销售，不得通过银行储蓄柜台销售投资连结保险。

3. An investment-linked insurance product seller must have a qualification certificate, have at least 1-year experience in selling life insurance policies and have no bad record.
| | 三、投资连结保险销售人员必须拥有资格证书，且应至少拥有1年寿险销售经验，并无不良记录。
|
4. An investment-linked insurance seller shall accept at least 40 hours of special training. An insurance company shall submit the relevant training materials to the local bureau of China Insurance Regulatory Commission (hereinafter referred to as the local bureau of the CIRC) for archival purposes.
