The National Population Census Regulation, which was adopted at the 111th executive meeting of the State Council on May 12, 2010, is hereby promulgated and shall come into force on June 1, 2010.

Chapter I General Provisions
| | 第一章 总 则
|
Article 1 This Regulation is formulated in accordance with the Statistics Law of the People's Republic of China for purposes of scientifically and effectively organizing and carrying out the national population census and ensuring the authenticity, accuracy, integrity and timeliness of the census data.
| | 第一条 为了科学、有效地组织实施全国人口普查，保障人口普查数据的真实性、准确性、完整性和及时性，根据《中华人民共和国统计法》，制定本条例。

Article 2 The objective of a population census is to have comprehensive knowledge of the basic information about the national population, to provide a basis for the study and formulation of population policies and economic and social development plans, and to provide demographic information services to the general public.
| | 第二条 人口普查的目的是全面掌握全国人口的基本情况，为研究制定人口政策和经济社会发展规划提供依据，为社会公众提供人口统计信息服务。

Article 3 The population census work shall be organized and conducted under the principles of unified national leadership, division of work and cooperation among departments, local level-by-level responsibility and joint participation of all circles.
The State Council shall take unified leadership over the national population census work, study and make decisions on the major matters in the population census work. The local people's government at any level shall lead the population census work of its administrative region in accordance with the uniform provisions and requirements of the State Council.
During the process of a population census, the people's government at any level shall establish a population census institution consisting of the statistic institution and the relevant departments (hereinafter referred to as the “census institution”) to be responsible for the organization and implementation of the population census work.
A villagers' committee or residents' committee shall assist the people's government where it is located to mobilize and organize social forces to do a good job in the population census of its region.
State organs, social groups as well as entities and public institutions shall participate and cooperate in the population census work in accordance with the provisions of the Statistics Law of the People's Republic of China and this Regulation.
| | 第三条 人口普查工作按照全国统一领导、部门分工协作、地方分级负责、各方共同参与的原则组织实施。
国务院统一领导全国人口普查工作，研究决定人口普查中的重大问题。地方各级人民政府按照国务院的统一规定和要求，领导本行政区域的人口普查工作。
在人口普查工作期间，各级人民政府设立由统计机构和有关部门组成的人口普查机构（以下简称普查机构），负责人口普查的组织实施工作。
村民委员会、居民委员会应当协助所在地人民政府动员和组织社会力量，做好本区域的人口普查工作。
国家机关、社会团体、企业事业单位应当按照《中华人民共和国统计法》和本条例的规定，参与并配合人口普查工作。

Article 4 People covered by a population census shall, in accordance with the provisions of the Statistics Law of the People's Republic of China and this Regulation, provide the data necessary for the population census under the principles of authenticity, accuracy, integrity and timeliness.
The data provided by census objects shall be kept confidential pursuant to law.
| | 第四条 人口普查对象应当按照《中华人民共和国统计法》和本条例的规定，真实、准确、完整、及时地提供人口普查所需的资料。
人口普查对象提供的资料，应当依法予以保密。

Article 5 The census institutions and the staff, census instructors and surveyors thereof (hereinafter referred to as the “surveyors”) shall independently exercise the functions of investigation, reporting and supervision pursuant to law, and no entity or individual may intervene in it.
The local people's government at any level, a department, an entity or the responsible person thereof shall not alter any of the census data legally collected or processed by the census institutions and surveyors, ask any census institution, surveyor or any other entity or individual to forge or alter census data in any form, or take revenge on any surveyor who performs duties pursuant to law or refuses or fights against census violations.
| | 第五条 普查机构和普查机构工作人员、普查指导员、普查员（以下统称普查人员）依法独立行使调查、报告、监督的职权，任何单位和个人不得干涉。
地方各级人民政府、各部门、各单位及其负责人，不得自行修改普查机构和普查人员依法搜集、整理的人口普查资料，不得以任何方式要求普查机构和普查人员及其他单位和个人伪造、篡改人口普查资料，不得对依法履行职责或者拒绝、抵制人口普查违法行为的普查人员打击报复。

Article 6 The people's governments at all levels shall adopt such mass media as newspapers, radio, television, internet, outdoor advertisements, etc. to carry out the publicity and mobilization work of population census.
| | 第六条 各级人民政府应当利用报刊、广播、电视、互联网和户外广告等媒介，开展人口普查的宣传动员工作。

Article 7 The funds necessary for population census shall be jointly borne by the State Council and the local people's governments at all levels, be listed into the public fiscal budget of the corresponding year and be paid in time and in full amount.
The funds for population census shall be uniformly managed, used exclusively for the designated purpose and strictly controlled in expenditure.
| | 第七条 人口普查所需经费，由国务院和地方各级人民政府共同负担，并列入相应年度的财政预算，按时拨付，确保足额到位。
人口普查经费应当统一管理、专款专用，从严控制支出。

Article 8 The population census shall be carried out once every ten years. Any year ending with zero shall be a census year, and the standard time point shall be 00:00 November 1 of the census year.
| | 第八条 人口普查每10年进行一次，尾数逢0的年份为普查年度，标准时点为普查年度的11月1日零时。

Article 9 The National Bureau of Statistics shall, jointly with the relevant departments of the State Council, formulate a plan for the national population census (hereinafter referred to as “census plan”) and report it to the State Council for approval.
The population census shall be carried out in accordance with the provisions of the census plan.
| | 第九条 国家统计局会同国务院有关部门制定全国人口普查方案（以下简称普查方案），报国务院批准。
人口普查应当按照普查方案的规定执行。

Article 10 The entities and individuals that have earnestly carried out this Regulation, fulfilled their duties, adhered to principles and have made remarkable achievements shall be commended and rewarded in accordance with the relevant provisions of the state.
| | 第十条 对认真执行本条例，忠于职守、坚持原则，做出显著成绩的单位和个人，按照国家有关规定给予表彰和奖励。

Chapter II Objects, Contents and Methods of Population Census
| | 第二章 人口普查的对象、内容和方法
|
Article 11 The persons covered by a census refer to the natural persons living within the territory of the People's Republic of China on the standard time point of census and the Chinese citizens who are outside the territory of the People's Republic of China but have not become permanent residents of the other country; the foreigners who are making a short-term stay within the territory of the People's Republic of China shall be excluded.
| | 第十一条 人口普查对象是指普查标准时点在中华人民共和国境内的自然人以及在中华人民共和国境外但未定居的中国公民，不包括在中华人民共和国境内短期停留的境外人员。

Article 12 The population census will mainly survey the basic information of the population and households, including the name, gender, age, ethnicity, nationality, educational level, industry, profession, migration, social security, marriage status, childbearing status, death, housing situation, etc.
