(No.32 [2010] of the State Council)
The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, all ministries and commissions of the State Council and all institutions directly under the State Council:
Strategic emerging industries are important forces to lead the future social and economic development. Developing strategic emerging industries has become a significant strategy of major countries in the world to seize the high ground of a new round of economic and technological development. As our country is now in the critical stage of comprehensively building a well-off society, we must, as required by the Scientific Outlook on Development, seize the opportunity, clarify the orientation, stress the key points, and accelerate the fostering and development of strategic emerging industries. We hereby make the following decision:

戰略性新興產業是引導未來經濟社會發展的重要力量。發展戰略性新興產業已成為世界主要國家搶占新一輪經濟和科技發展制高點的重大戰略。我國正處在全面建設小康社會的關鍵時期，必須按照科學發展觀的要求，抓住機遇，明確方向，突出重點，加快培育和發展戰略性新興產業。現作出如下決定：

I. Seizing the opportunity to accelerate the fostering and development of strategic emerging industries
Strategic emerging industries are knowledge and technology intensive industries with less material resource consumption, huge growth potential and good comprehensive benefits based on significant technological breakthroughs and large development demands, playing a significant leading and driving role in the overall and long-term social and economic development. Accelerating the fostering and development of strategic emerging industries is of great strategic significance in promoting the modernization construction of our country.
| | 一、抓住機遇，加快培育和發展戰略性新興產業
戰略性新興產業是以重大技術突破和重大發展需求為基礎，對經濟社會全局和長遠發展具有重大引領帶動作用，知識技術密集、物質資源消耗少、成長潛力大、綜合效益好的產業。加快培育和發展戰略性新興產業對推進我國現代化建設具有重要戰略意義。

1. Accelerating the fostering and development of strategic emerging industries is an inevitable choice for comprehensively building a well-off society and realizing sustainable development. Our country is large in population, small in per capita resources and vulnerable in ecological environment, and in the stage of rapid development of industrialization and urbanization, is faced with arduous tasks of improving peoples' livelihood and tremendous pressure in terms of resources and environment. To comprehensively build a well-off society and realize sustainable development, we must strive to develop strategic emerging industries, accelerate the formation of new growth points of economy, create more jobs, better satisfy the increasing material and cultural needs of the people, and promote the construction of a resource conservation and environment-friendly society.
| | （一）加快培育和發展戰略性新興產業是全面建設小康社會、實現可持續發展的必然選擇。我國人口眾多、人均資源少、生態環境脆弱，又處在工業化、城鎮化快速發展時期，面臨改善民生的艱巨任務和資源環境的巨大壓力。要全面建設小康社會、實現可持續發展，必須大力發展戰略性新興產業，加快形成新的經濟增長點，創造更多的就業崗位，更好地滿足人民群眾日益增長的物質文化需求，促進資源節約型和環境友好型社會建設。

2. Accelerating the fostering and development of strategic emerging industries is an important measure for promoting the upgrading of the industrial structure and accelerating the transformation of the economic development mode. Strategic emerging industries take innovation as their main driving force and have a strong radiant power. Accelerating the fostering and development of strategic emerging industries is conducive to accelerating the transformation of the economic development mode, upgrading the industrial level, promoting the upgrading of traditional industries and building a modern industrial system at a high starting point, which reflect the fundamental requirements of adjusting and optimizing the industrial structure.
| | （二）加快培育和發展戰略性新興產業是推進產業結構升級、加快經濟發展方式轉變的重大舉措。戰略性新興產業以創新為主要驅動力，輻射帶動力強，加快培育和發展戰略性新興產業，有利于加快經濟發展方式轉變，有利于提升產業層次、推動傳統產業升級、高起點建設現代產業體系，體現了調整優化產業結構的根本要求。

3. Accelerating the fostering and development of strategic emerging industries is an urgent demand for building new advantages in international competition and getting an upper hand in development. At present, the pattern of global economic competition is undergoing deep revolution, new revolutionary breakthroughs are being brewed in scientific and technological development, and the major countries in the world are accelerating their deployments to promote the rapid development of emerging industries in such fields as energy conservation, environmental protection, new energy, information and biology. To hold an advantageous position in future international competition, we must accelerate the fostering and development of strategic emerging industries, control the key and core technologies and related intellectual property rights, and enhance our capability of independent development.
There are both favorite conditions and stern challenges in accelerating the fostering and development of strategic emerging industries. After more than 30 years' rapid development since the reform and opening-up policy was adopted, the integrated strength of this country has been evidently enhanced, the scientific and technological level has been constantly improved, a relatively complete industrial system has been established, and especially, the high-tech industry has witnessed rapid development and ranked atop in the world in terms of scale, all of which have help to lay a solid foundation for the accelerated development of strategic emerging industries. However, we are also faced with such major problems as a weak enterprise technology innovation capability, few controlled key and core technologies, incomplete policy and regulation systems facilitating the market access of new technologies and new products and imperfect investment, financing, fiscal and taxation policies, systems and mechanisms supporting innovation and venture. We must fully understand the great significance of accelerating the fostering and development of strategic emerging industries, further enhance our sense of urgency and sense of responsibility, seize the historic opportunity and step up our efforts to accelerate the fostering and development of strategic emerging industries.
| | （三）加快培育和發展戰略性新興產業是構建國際競爭新優勢、掌握發展主動權的迫切需要。當前，全球經濟競爭格局正在發生深刻變革，科技發展正孕育著新的革命性突破，世界主要國家紛紛加快部署，推動節能環保、新能源、信息、生物等新興產業快速發展。我國要在未來國際競爭中占據有利地位，必須加快培育和發展戰略性新興產業，掌握關鍵核心技術及相關知識產權，增強自主發展能力。
加快培育和發展戰略性新興產業具備諸多有利條件，也面臨嚴峻挑戰。經過改革開放30多年的快速發展，我國綜合國力明顯增強，科技水平不斷提高，建立了較為完備的產業體系，特別是高技術產業快速發展，規模躋身世界前列，為戰略性新興產業加快發展奠定了較好的基礎。同時，也面臨著企業技術創新能力不強，掌握的關鍵核心技術少，有利于新技術新產品進入市場的政策法規體系不健全，支持創新創業的投融資和財稅政策、體制機制不完善等突出問題。必須充分認識加快培育和發展戰略性新興產業的重大意義，進一步增強緊迫感和責任感，抓住曆史機遇，加大工作力度，加快培育和發展戰略性新興產業。

II. Adhering to innovative development and accelerating the fostering of strategic emerging industries as leading industries and pillar industries
We shall, in light of the characteristics of strategic emerging industries and based on our national conditions and science, technology and industrial foundation, give priority to fostering and developing such industries as energy conservation, environmental protection, new generation information technology, biology, high-end equipment manufacturing, new energy resources, new materials, new energy automobiles, etc. at the present stage.
| | 二、堅持創新發展，將戰略性新興產業加快培育成為先導產業和支柱產業
根據戰略性新興產業的特征，立足我國國情和科技、產業基礎，現階段重點培育和發展節能環保、新一代信息技術、生物、高端裝備制造、新能源、新材料、新能源汽車等產業。

1. Guiding thoughts.
We shall follow the guidance of Deng Xiaoping Theory and the important thought of “Three Represents”, thoroughly apply the Scientific Outlook on Development, grasp the historic opportunity of new scientific and technological revolution and industrial revolution in the world, meet the great demands of social and economic development, and place the acceleration of the fostering and development of strategic emerging industries in a prominent position of promoting the upgrading of the industrial structure and transformation of the economic development mode. We shall actively explore the law of development of strategic emerging industries, give weight to the initiatives of enterprises, increase policy support, deepen the reform of systems and mechanisms, make efforts to create a favorable environment, intensify the industrialization of achievements in scientific and technological innovation, seize the high ground of economic, scientific and technological competition, promote the rapid and healthy development of strategic emerging industries, and make contributions to promoting the sustainable development of both economy and society.

以鄧小平理論和“三個代表”重要思想為指導，深入貫徹落實科學發展觀，把握世界新科技革命和產業革命的曆史機遇，面向經濟社會發展的重大需求，把加快培育和發展戰略性新興產業放在推進產業結構升級和經濟發展方式轉變的突出位置。積極探索戰略性新興產業發展規律，發揮企業主體作用，加大政策扶持力度，深化體制機制改革，著力營造良好環境，強化科技創新成果產業化，搶占經濟和科技競爭制高點，推動戰略性新興產業快速健康發展，為促進經濟社會可持續發展作出貢獻。

2. Basic principles.
We shall adhere to the combination of the fundamental role of the market and the guidance and promotion by the government. We shall make full use of our huge market demands, innovate and transform the consumption pattern, create a favorable market environment, arouse the initiatives of enterprises, and promote the combination of industries, universities, research institutions and application. At the same time, we shall underscore the planning, guidance, policy incentive, organizational and coordination roles of the government in the important fields and key links related to the overall social and economic development.
We shall adhere to the combination of scientific and technological innovation and the realization of industrialization. We shall practically improve systems and mechanisms, substantially improve the capability of independent innovation, particularly promote original innovations, vigorously enhance integrated innovations and joint efforts in solving major problems, actively participate in the international division of labor and cooperation, strengthen the work on introduction, digestion, absorption and re-innovation, make full use of global innovation resources, make breakthroughs in an array of key and core technologies, and control the relevant intellectual property rights. At the same time, we shall increase policy support, coordination and guidance, build and fully use a high-quality team of talents, accelerate the transformation of innovation achievements, and promote the progress of industrialization.
We shall adhere to the combination of overall progression and leap in key fields. We shall make overall planning and systematic layout on the development of strategic emerging industries, clarify the sequence of development, and promote coordinated development. At the same time, we shall select those with solidest foundation and best conditions as the key fields for breakthrough. We shall energetically foster industrial clusters to let regions with advantages take the lead in development.
We shall adhere to the combination of escalating the long-term competitiveness of national economy and supporting the current development. We shall look ahead, understand the new direction of scientific, technological and industrial development, make early arrangements on major cutting-edge fields, and actively foster pioneer industries. At the same time, we shall take the present as the foothold, promote the rapid development of relevant industries which play an important role in easing the bottleneck in social and economic development, promote the healthy development of high-tech industries to drive the transition and upgrading of traditional industries, and accelerate the formation of pillar industries.

堅持充分發揮市場的基礎性作用與政府引導推動相結合。要充分發揮我國市場需求巨大的優勢，創新和轉變消費模式，營造良好的市場環境，調動企業主體的積極性，推進產學研用結合。同時，對關系經濟社會發展全局的重要領域和關鍵環節，要發揮政府的規劃引導、政策激勵和組織協調作用。
堅持科技創新與實現產業化相結合。要切實完善體制機制，大幅度提升自主創新能力，著力推進原始創新，大力增強集成創新和聯合攻關，積極參與國際分工合作，加強引進消化吸收再創新，充分利用全球創新資源，突破一批關鍵核心技術，掌握相關知識產權。同時，要加大政策支持和協調指導力度，造就並充分發揮高素質人才隊伍的作用，加速創新成果轉化，促進產業化進程。
堅持整體推進與重點領域跨越發展相結合。要對發展戰略性新興產業進行統籌規劃、系統布局，明確發展時序，促進協調發展。同時，要選擇最有基礎和條件的領域作為突破口，重點推進。大力培育產業集群，促進優勢區域率先發展。
堅持提升國民經濟長遠競爭力與支撐當前發展相結合。要著眼長遠，把握科技和產業發展新方向，對重大前沿性領域及早部署，積極培育先導產業。同時，要立足當前，推進對緩解經濟社會發展瓶頸制約具有重大作用的相關產業較快發展，推動高技術產業健康發展，帶動傳統產業轉型升級，加快形成支柱產業。

3. Development goals.
By 2015, a basic pattern of healthy development and coordinated progression will have formed in strategic emerging industries, the function of boosting the upgrading of the industrial structure will have been significantly enhanced, and the ratio of their added value in the GDP will have reached around 8%.
By 2020, the ratio of added value of strategic emerging industries in the GDP will have reached around 15%, and their ability to absorb and promote employment is remarkably higher. Energy conservation, environmental protection, new generation information technology, biology and high-end equipment manufacturing industries will have become the pillar industries of the national economy, and new energy resources, new materials and new energy automobile industries will have become the pioneer industries of the national economy. The innovation ability will have been substantially improved, a batch of key and core technologies will have been controlled by us, and the world leading level will have been reached in some fields. A group of large enterprises having international influence and a group of vigorous small- and medium-sized enterprises will have been formed. A series of distinctive strategic emerging industry clusters with a complete industrial chain and strong innovation ability will have been created.
After efforts for about another decade, the overall innovation ability and industrial development level of strategic emerging industries will have reached the world leading level and provide powerful support to the sustainable development of our economy and society.
| | （三）發展目標。
到2015年，戰略性新興產業形成健康發展、協調推進的基本格局，對產業結構升級的推動作用顯著增強，增加值占國內生產總值的比重力爭達到8%左右。
到2020年，戰略性新興產業增加值占國內生產總值的比重力爭達到15%左右，吸納、帶動就業能力顯著提高。節能環保、新一代信息技術、生物、高端裝備制造產業成為國民經濟的支柱產業，新能源、新材料、新能源汽車產業成為國民經濟的先導產業；創新能力大幅提升，掌握一批關鍵核心技術，在局部領域達到世界領先水平；形成一批具有國際影響力的大企業和一批創新活力旺盛的中小企業；建成一批產業鏈完善、創新能力強、特色鮮明的戰略性新興產業集聚區。
再經過十年左右的努力，戰略性新興產業的整體創新能力和產業發展水平達到世界先進水平，為經濟社會可持續發展提供強有力的支撐。

III. Striving to realize the rapid and healthy development of the key fields based on our national conditions
We shall, in light of the development stages and characteristics of strategic emerging industries, further clarify the key directions and main tasks of development, make overall deployment, muster strength, and accelerate the progress.
| | 三、立足國情，努力實現重點領域快速健康發展
根據戰略性新興產業的發展階段和特點，要進一步明確發展的重點方向和主要任務，統籌部署，集中力量，加快推進。

1. Energy conservation and environmental protection industries. We shall focus on developing and popularizing energy-efficient technical equipments and products, and realize breakthroughs in key fields and key technologies to promote the improvement of the overall level of energy efficiency. We shall accelerate the research and development of key generic technologies for the cyclic utilization of resources and the model industrialization thereof, and improve the level of integrated utilization of resources and the industrial level of remanufacturing. We shall demonstrate and popularize advanced equipment and products embedded with clean technology to improve the level of pollution prevention. We shall promote the construction of a market system of energy conservation and environmental protection services, accelerate the establishment of a recycling system of waste and used commodities supported by advanced technologies, and actively promote the clean utilization of coal and comprehensive utilization of seawater.
