国家发展改革委、中国人民银行关于完善银行卡刷卡手续费定价机制的通知

The development and reform commissions and price bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government; the Shanghai Head Office of the People's Bank of China (“PBC”), all branches and business management departments of the PBC, and all central sub-branches of the PBC in the capital cities of all provinces (or autonomous regions), and the central sub-branch of the PBC in Shenzhen; the China General Chamber of Commerce, the China Banking Association, and the Payment & Clearing Association of China; all state-owned commercial banks, joint-stock commercial banks, and Postal Savings Bank of China; and all bankcard clearing institutions: 各省、自治区、直辖市发展改革委、物价局;中国人民银行上海总部,各分行、营业管理部,各省会(首府)城市中心支行,深圳市中心支行;中国商业联合会、中国银行业协会、中国支付清算协会;各国有商业银行、股份制商业银行、中国邮政储蓄银行;各银行卡清算机构:
For the purpose of implementing the Several Opinions of the General Office of the State Council on Promoting the Sound Development of Domestic Trade Circulation (No. 51 [2014], General Office of the State Council), further reducing the operating costs of merchants, increasing consumption, leading bankcards operating institutions to enhance the operation and management level and the service quality, enhancing competitiveness, and promoting the sustained and sound development of the bankcard industry of China, you are hereby notified of the following matters on improving the Pricing Mechanism for the Fee Charges for the use of bankcards: 为贯彻落实《国务院办公厅关于促进内贸流通健康发展的若干意见》(国办发[2014]51号)精神,进一步降低商户经营成本,扩大消费,引导银行卡经营机构提升经营管理水平和服务质量,增强竞争力,促进我国银行卡产业持续健康发展,现就完善银行卡刷卡手续费定价机制有关事项通知如下:
I. Improving the specific measures for the pricing mechanism   一、完善定价机制的具体措施
1. Reducing card issuing banks' service charge rates. The card issuing service charges collected by the card issuing institution, which are currently subject to government pricing based on the different types of users with the same rates applied to both debit cards and credit cards (including quasi-credit cards, hereafter the same), are to government guided pricing with a roof and with different rates applied to debit cards and credits without considering the different users. The fees for debit card transactions are reduced to a level not exceeding 0.35% the transaction amount and the fees for credit card transactions are reduced to a level not exceeding 0.45%. (一)降低发卡行服务费费率水平。发卡机构收取的发卡行服务费由现行区分不同商户类别实行政府定价,对借记卡、贷记卡(含准贷记卡,下同)执行相同费率,改为不区分商户类别,实行政府指导价、上限管理,并对借记卡、贷记卡差别计费。费率水平降低为借记卡交易不超过交易金额的0.35%,贷记卡交易不超过0.45%。
2. Reducing the rate of network service charges. The network service charges of bankcard clearing institutions, which are currently subject to pricing by the government based on the different type of users, are changed to government guided price with a roof without considering the different types of users and collecting charges respectively from payees and card issuing institutions. The rate is reduced to a level not exceeding 0.065% of the transaction amount, for which the card issuing institution and the payee shall pay 50% each (rate of charges collected respectively from the card issuing institution and the payee shall not exceed 0.0325% of the transaction amount). (二)降低网络服务费费率水平。银行卡清算机构收取的网络服务费由现行区分商户类别实行政府定价,改为不区分商户类别,实行政府指导价、上限管理,分别向收单、发卡机构计收。费率水平降低为不超过交易金额的0.065%,由发卡、收单机构各承担50%(即分别向发卡、收单机构计收的费率均不超过交易金额的0.0325%)。
3. Adjusting ceiling control measures for card issuing banks' service charges and network service charges. The service charge of a card issuing bank collected by a card issuing institution for a single debit card transaction shall not exceed 13 yuan, and the credit card transactions shall not be subject to the ceiling control for a single transaction. Network service charges shall be collected by bankcard clearing institutions without distinguishing debit cards and credit cards. The amount of charges for a single transaction shall not exceed 6.5 yuan (the amount of charges collected for a single transaction from a payee and a card issuing institution shall not exceed 3.25 yuan). (三)调整发卡行服务费、网络服务费封顶控制措施。发卡机构收取的发卡行服务费,借记卡交易单笔收费金额不超过13元,贷记卡交易不实行单笔收费封顶控制。银行卡清算机构收取的网络服务费不区分借、贷记卡,单笔交易的收费金额不超过6.5元(即分别向收单、发卡机构计收时,单笔收费金额均不超过3.25元)。
