| Having considered the proposal submitted by the State Council for authorizing the People's Congress of the Municipality of Shenzhen and its Standing Committee and the People's Government of Shenzhen to formulate regulations and rules respectively for the Shenzhen Special Economic Zone, the Second Session of the Seventh National People's Congress decides that the Standing Committee of the National People's Congress shall be authorized to deliberate the above proposal submitted by the State Council and make appropriate decisions after the People's Congress of the Municipality of Shenzhen and its Standing Committee are formed through election according to law. | | 第七届全国人民代表大会第二次会议审议了国务院提请授权深圳市人民代表大会及其常务委员会和深圳市人民政府分别制定深圳经济特区法规和深圳经济特区规章的议案，决定：授权全国人民代表大会常务委员会在深圳市依法选举产生市人民代表大会及其常务委员会后，对国务院提出的上述议案进行审议，作出相应决定。 |
