MEASURES FOR THE CONTROL OF SECURITY IN THE HOTEL INDUSTRY

Article 1. These Measures are formulated to safeguard the normal business operations of the hotel industry to ensure the safety of the lives and belongings of guests and to maintain public security.
| | 第一条 为了保障旅馆业的正常经营和旅客的生命财物安全，维护社会治安，制定本办法。

Article 2. All restaurants, hotels, guest houses, hostels, passenger and cargo stop-over stations, inns, public bath houses, etc. (hereinafter referred to as hotels), which provide accommodation to guests shall comply with these Measures, regardless of whether they are State operated, collectively operated, partnership operated, individually operated, Sino-foreign joint equity or Sino-foreign co-operatively operated, or whether they are exclusively or simultaneously operated, or whether they are exclusively or simultaneously operated or whether they are operated all year round or seasonally operated.
| | 第二条 凡经营接待旅客住宿的旅馆、饭店、宾馆、招待所、客货栈、车马店、浴池等（以下统称旅馆），不论是国营、集体经营，还是合伙经营、个体经营、中外合资、中外合作经营， 不论是专营还是兼营， 不论是常年经营，还是季节性经营，都必须遵守本办法。

Article 3. When setting up a hotel,the construction of its rooms, fire-fighting equipment, entrances, exits and thoroughfares, etc., shall all comply with the relevant provisions of the Regulations of the People's Republic of China on Fire Control, and the necessary safety facilities which guard against theft shall also be provided.
| | 第三条 开办旅馆，其房屋建筑、消防设备、出人口和通道等，必须符合《中华人民共和国消防条例》等有关规定，并且要具备必要的防盗安全设施。

Article 4. When applying to establish a hotel, the application, after examination and approval by the relevant department in charge, shall be signed and have comments noted on it by the local public security organ, and operations may begin only after subsequent application to the Administration for Industry and Commerce for registration and the issue of a business licence.
If a hotel which has had its operations approved, wishes to suspend operations, change its line of business, amalgamate, move to another location, change its name or other such matters, it shall report the details to the local county or municipal security bureau or branch bureau for filing within three days of registering the change with the Administration for Industry and Commerce.
| | 第四条 申请开办旅馆，应经主管部门审查批准，经当地公安机关签署意见，向工商行政管理部门申请登记，领取营业执照后，方准开业。
经批准开业的旅馆，如有歇业、转业、合并、迁移、改变名称等情况，应当在工商行政管理部门办理变更登记后三日内，向当地的县、市公安局、公安分局备案。

Article 5. Hotel operators shall abide by State laws, establish a safety control system for the various relevant items and provide a public security organisation or assign safety protection personnel.
| | 第五条 经营旅馆，必须遵守国家的法律，建立各项安全管理制度，设置治安保卫组织或者指定安全保卫人员。

Article 6. A hotel shall register guests to whom accommodation is provided. When registering, the guest's identification card shall be examined and an accurate registration of all stipulated items shall be made.
If accommodation is provided to a foreign guest, the accommodation registration form shall be submitted to the local public security organ within 24 hours of the guest's arrival.
| | 第六条 旅馆接待旅客住宿必须登记。登记时，应当查验旅客的身份证件，按规定的项目如实登记。
接待境外旅客往宿，还应当在二十四小时内向当地公安机关报送住宿登记表。

Article 7. A hotel shall provide storage boxes, storerooms or safes for a guest's belongings and shall specially assign personnel to take care of these belongings. A system for registration, receival and hand-over of property checked in by a guest shall be established.
