The ecology and environment departments (bureaus) and development and reform commissions of all provinces, autonomous regions, and municipalities directly under the Central Government; the Ecology and Environment Bureau and Development and Reform Commission of the Xinjiang Production and Construction Corps; the People's Bank of China (“PBC”) Shanghai Head Office, all branches and operations offices of the PBC, and all central sub-branches of the PBC in capital cities of provinces (autonomous regions) and sub-provincial cities; all local offices of the China Banking and Insurance Regulatory Commission (“CBIRC”); all local offices of the China Banking and Insurance Regulatory Commission (“CSRC”); all policy banks, large-scale banks, and joint-stock banks: 各省、自治区、直辖市生态环境厅(局)、发展改革委,新疆生产建设兵团生态环境局、发展改革委;中国人民银行上海总部,各分行、营业管理部,各省会(首府)城市中心支行,各副省级城市中心支行;各银保监局;各证监局;各政策性银行、大型银行、股份制银行:
For the purpose of fully implementing a series of major decisions and arrangements made by the CPC Central Committee and the State Council for actively responding to climate change, and better playing the role of investment and financing in supporting response to climate change, in implementing the goal of intended nationally determined contributions (INDC), and in promoting the role of green, low carbon development, the following opinions are hereby offered as follows: 为全面贯彻落实党中央、国务院关于积极应对气候变化的一系列重大决策部署,更好发挥投融资对应对气候变化的支撑作用,对落实国家自主贡献目标的促进作用,对绿色低碳发展的助推作用,现提出如下意见。
I. General requirements   一、总体要求
1. Guiding ideology (一)指导思想
Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, the spirit of the 19th CPC National Congress and the Second, Third and Fourth Plenary Sessions of the 19th CPC Central Committee shall be comprehensively implemented, Xi Jinping Thought on Ecological Civilization and the spirit of the National Ecological and Environmental Protection Conference shall be carried out in depth, the new development concept shall be adhered to, the overall layout for “economic, political, cultural, social, and ecological progress” and the coordinated advancement of the Four-Pronged Comprehensive Strategy shall be advanced on an overall basis, and the national strategy for actively responding to climate change shall be implemented firmly. With the achievement of the goal of intended nationally determined contributions (INDC) and the goal of low carbon development as the orientation, with the policy and standard systems as the support, and with model innovation and local practices as the path, efforts shall be made to vigorously advance the development of investment and financing in response to climate change (hereinafter referred to as “climate investment and financing”), guide and leverage more private capital to enter the field of climate change, further unleash the potential and expand the market, and promote the formation of energy structures, industrial structures, production methods and lifestyles that mitigate and adapt to climate change. 以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中、四中全会精神,深入贯彻习近平生态文明思想和全国生态环境保护大会精神,坚持新发展理念,统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局,坚定不移实施积极应对气候变化国家战略。以实现国家自主贡献目标和低碳发展目标为导向,以政策标准体系为支撑,以模式创新和地方实践为路径,大力推进应对气候变化投融资(以下简称气候投融资)发展,引导和撬动更多社会资金进入应对气候变化领域,进一步激发潜力、开拓市场,推动形成减缓和适应气候变化的能源结构、产业结构、生产方式和生活方式。
2. Basic principles (二)基本原则
Adhering to guidance of objectives. With the focus on the goal of intended nationally determined contributions (INDC) and the goal of low carbon development, investment and financing activities shall be promoted to better serve the goals, policies and actions such as emission intensity reduction, carbon emission peaking, increase of the proportion of non-fossil energy and increase of forest accumulation. 坚持目标引领。紧扣国家自主贡献目标和低碳发展目标,促进投融资活动更好地为碳排放强度下降、碳排放达峰、提高非化石能源占比、增加森林蓄积量等目标、政策和行动服务。
Adhering to market orientation. The decisive role of the market in climate investment and financing shall be maximized, the role of government guidance shall be better played, and the role of financial institutions and enterprises in the innovation on model, mechanism, financial instruments and other aspects as the principal entities shall be effectively played. 坚持市场导向。充分发挥市场在气候投融资中的决定性作用,更好发挥政府引导作用,有效发挥金融机构和企业在模式、机制、金融工具等方面的创新主体作用。
Adhering to classification-based implementation of policies. Full consideration shall be given to local actual circumstances, and differentiated development pathways and models for climate investment and financing shall be implemented. A policy environment which is conducive to the development of climate investment and financing shall be actively created, and the formation of replicable and widely applicable advanced experience and best practices in climate investment and financing shall be advanced. 坚持分类施策。充分考虑地方实际情况,实施差异化的气候投融资发展路径和模式。积极营造有利于气候投融资发展的政策环境,推动形成可复制、可推广的气候投融资的先进经验和最佳实践。
Adhering to opening-up and cooperation. Development shall be promoted by opening while collaboration shall be boosted by cooperation. Efforts shall be made to promote climate investment and financing in actively integrating into the Belt and Road Initiative through development, actively participate in the formulation and revision of international standards for climate investment and financing, and boost the application of Chinese standards in overseas investment and construction. 坚持开放合作。以开放促发展、以合作促协同,推动气候投融资积极融入“一带一路”建设,积极参与气候投融资国际标准的制订和修订,推动中国标准在境外投资建设中的应用。
3. Main objectives (三)主要目标
By 2022, a policy environment which is conducive to the development of climate investment and financing will have been created, the development of standards related to climate investment and financing will have been promoted in an orderly manner, local pilot programs of climate investment and financing will have been launched and begin to bear fruit, specialized research institutions on climate investment and financing will have been grown, foreign cooperation will have been practical and in depth, and various factors and resources such as capital, talents and technologies will have initially gathered in the field of climate investment and financing. 到2022年,营造有利于气候投融资发展的政策环境,气候投融资相关标准建设有序推进,气候投融资地方试点启动并初见成效,气候投融资专业研究机构不断壮大,对外合作务实深入,资金、人才、技术等各类要素资源向气候投融资领域初步聚集。
By 2025, policies in responding to climate change and policies in various fields such as investment, finance, industry, energy and environment shall have been promoted in a coordinated and efficient manner, the policy and standard system for climate investment and financing will have been gradually improved, a systematic layout of local pilot programs, comprehensive demonstration, project development, institutional response and extensive participation in climate investment and financing will have been formed, an early lead will have been taken in building a climate investment and financing cooperation platform with international influence, and the scale of funds invested in the field of climate change will have been significantly increased. 到2025年,促进应对气候变化政策与投资、金融、产业、能源和环境等各领域政策协同高效推进,气候投融资政策和标准体系逐步完善,基本形成气候投融资地方试点、综合示范、项目开发、机构响应、广泛参与的系统布局,引领构建具有国际影响力的气候投融资合作平台,投入应对气候变化领域的资金规模明显增加。
4. Definition and scope of support (四)定义和支持范围
“Climate investment and financing” means investment and financing activities in response to climate change, toward which the flow of more capital be actively guided and promoted in order to achieve the goal of intended nationally determined contributions (INDC) and the goal of low carbon development, and which is an important part of green finance. The scope of support includes both mitigation and adaptation. 气候投融资是指为实现国家自主贡献目标和低碳发展目标,引导和促进更多资金投向应对气候变化领域的投资和融资活动,是绿色金融的重要组成部分。支持范围包括减缓和适应两个方面。
1. Mitigation of climate change, which includes adjusting industrial structure, actively developing strategic emerging industries; optimizing energy structure, vigorously developing non-fossil energy; conducting pilot and demonstration programs of carbon capture, utilization and storage; controlling greenhouse gas emissions from non-energy activities such as industry, agriculture and waste treatment; and increasing forests, grasslands and other carbon sinks, etc. 1.减缓气候变化。包括调整产业结构,积极发展战略性新兴产业;优化能源结构,大力发展非化石能源;开展碳捕集、利用与封存试点示范;控制工业、农业、废弃物处理等非能源活动温室气体排放;增加森林、草原及其他碳汇等。
2. Adapting to climate change, which includes improving the adaptive capacity of key fields such as agriculture, water resources, forestry and ecosystems, oceans, meteorology, disaster prevention, mitigation and relief, etc.; and strengthening adaptation infrastructure, accelerating infrastructure development, and improving scientific and technological capabilities. 2.适应气候变化。包括提高农业、水资源、林业和生态系统、海洋、气象、防灾减灾救灾等重点领域适应能力;加强适应基础能力建设,加快基础设施建设、提高科技能力等。
