The commerce departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps: 各省、自治区、直辖市、计划单列市及新疆生产建设兵团商务主管部门:
For the purposes of further implementing the spirit of the 5th Plenary Session of the 19th CPC Central Committee, comprehensively fulfilling the requirements of the 2020 National Television and Telephone Conference on Commercial Work, serving the establishment of a new development pattern in which domestic and foreign markets boost each other with the domestic market as the mainstay, supporting the development of the digital economy, building China into a digitally strong country, leveraging the role of e-commerce in innovation and guidance as the most advanced, most dynamic and most important element of digital business, maximizing the effect of digital technologies and digital resources in enabling commerce and business, making the commerce sector more digitized, more connected and more intelligent, and effectively improving the high-quality development of commerce, you are hereby notified of the following relevant tasks related to the acceleration of the development of digital business: 为深入贯彻党的十九届五中全会精神,全面落实2020年全国商务工作电视电话会议要求,服务构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,助力发展数字经济、建设数字中国,更好发挥电子商务作为数字商务最前沿、最活跃、最重要组成部分的创新引领作用,充分释放数字技术和数据资源对商务领域的赋能效应,全面提升商务领域数字化、网络化、智能化水平,切实推动商务高质量发展,现就加快数字商务建设有关工作通知如下:
I. Upgrading the digitalization of consumption   一、开展消费数字化升级行动
Boosting brand and quality consumption: Revolving around the concept of ‘promoting the building of famous brands and guiding the consumption of quality products', efforts shall be made to strengthen coordination and collaboration in all respects, make the ‘online shopping festival based on brand and quality' into a larger and more influential event, and carry out relevant activities regularly based on an institutional framework. All local authorities shall invite local e-commerce enterprises and businesses with strong competitiveness and a good reputation to attend these activities, promote more high-quality commodities and services, conduct promotional campaigns, and use the same theme, time and logo in these activities throughout the country while maintaining local unique features in content and forms. Local authorities with appropriate conditions shall be encouraged to introduce measures to unleash consumption potential through the provision of coupons to consumers, as well as to improve the quality of consumption. 促进品牌消费、品质消费。围绕“推进品牌建设、引领品质消费”,加强横向协作、纵向联动,做大做强做优“双品网购节”,实现活动常态化、机制化。各地要组织当地实力强、信誉好的电商企业和商家参加活动,推出更多优质商品和服务,并同期举办配套促销活动,保持主题、时间、标识全国统一,在内容、形式上办出地方特色、体现各地风采。鼓励有条件的地方出台配套措施,通过发放消费券等方式,释放消费潜力,提升消费品质。
Fostering new consumption models and forms: Various new models and business forms shall be guided to compete with each other on an equal footing and be properly regulated so as to build a favorable ecosystem for consumption by improving laws and regulations, enhancing industrial standards, and promoting industrial self-discipline. E-commerce platforms shall be encouraged to develop customized products and flexible production, and foster small but excellent online shopping brands, so as to better satisfy the diversified needs of consumers. All local authorities shall, according to the features of local industries, make efforts to improve the functions of demonstrative e-commerce bases and e-commerce parks, as well as to cultivate and strengthen e-commerce platforms with local characteristics, encourage the innovation and upgrading of distinctive industries, optimize environments for consumers, provide better conditions to boost consumption, stimulate and create new demands with the supply of new goods, and promote business development with new consumption modes. 培育消费新模式新业态。通过完善法律法规、健全行业标准、推动行业自律等方式引导各类新模式新业态公平竞争、规范发展,构建良好消费生态。鼓励电商平台积极发展个性化定制、柔性化生产,培育“小而美”网络品牌,更好满足多元化消费需求。各地要结合本地产业特色,着力提升电商示范基地、电商园区载体功能,培育壮大地方特色电商主体,带动特色产业创新升级,优化消费环境、完善消费保障,以新供给引领和创造新需求,以新消费促进新发展。
II. Launching the ‘developing agriculture with digital business' campaign   二、开展“数商兴农”行动
Improving coordination between e-commerce and express delivery/logistics: Effective measures shall be taken to focus on both the battle against poverty and rural revitalization, integrate resources from the government and private sectors, and continue to combine public welfare with market needs. E-commerce enterprises shall be guided to strengthen the construction of infrastructure for e-commerce in rural areas in terms of logistics, distribution of goods, and sorting and processing of farm produce. They shall also be guided to develop an intelligent supply chain and promote the use of digital products and services in rural areas. All local authorities shall conduct thorough analysis and research on the construction of infrastructure for e-commerce platforms, make better work plans, specify key tasks and major requirements, and leverage the role of market resources in strengthening weaknesses and promoting integration through the introduction of new policies. E-commerce and logistics enterprises shall be guided to focus on the construction of infrastructure for e-commerce, and to improve the flow of goods and the quality of services for consumers. 提升电商与快递物流协同发展水平。有效衔接脱贫攻坚与乡村振兴,统筹政府与社会资源,坚持公益化与市场化相结合,引导电商企业加强物流配送、农产品分拣加工等农村电商基础设施建设,发展智能供应链,促进数字产品和服务在乡村地区应用。各地要对当地电商基础设施建设情况开展摸底、梳理和研究,加强工作统筹和规划设计,细化重点需求,通过政策创新,更好发挥市场资源补短板、促融合等方面作用,坚持公平、普惠、合规原则,积极引导电商、物流等企业发展电商基础设施建设,提升流通效率和便民服务水平。
