| For the purposes of standardizing and strengthening the public disclosure of nuclear safety information and safeguarding the rights of citizens, legal persons and other organizations to know, participate in, express and supervise nuclear safety, in accordance with the Nuclear Safety Law of the People's Republic of China and the Open Government Information Regulation of the People's Republic of China, the Ministry of Ecology and Environment has formulated the Measures for the Public Disclosure of Nuclear Safety Information (see Annex), which are hereby issued and shall come into force on October 1, 2020. | | 为规范和加强核安全信息公开工作，保障公民、法人和其他组织对核安全的知情权、参与权、表达权和监督权，根据《中华人民共和国核安全法》《中华人民共和国政府信息公开条例》有关规定，我部制定了《核安全信息公开办法》（见附件），现予公布，自2020年10月1日起施行。 |

| Chapter I General Provisions | | 第一章 总 则 |
| Article 1 For the purposes of standardizing and strengthening the public disclosure of nuclear safety information, safeguarding the rights of citizens, legal persons and other organizations to know, participate in, express and supervise nuclear safety, enhancing public awareness of nuclear safety, and protecting the safe use of nuclear energy, these Measures are formulated in accordance with the Nuclear Safety Law of the People's Republic of China and the Open Government Information Regulation of the People's Republic of China. | | 第一条 为规范和加强核安全信息公开工作，保障公民、法人和其他组织对核安全的知情权、参与权、表达权和监督权，提升公众对核安全的认知水平，保障核能利用安全，依据《中华人民共和国核安全法》《中华人民共和国政府信息公开条例》制定本办法。 |
| Article 2 The operating entity of a nuclear power plant shall disclose its nuclear safety information to the public in accordance with the provisions of these Measures. | | 第二条 核动力厂营运单位应当按照本办法的规定，公开本企业核安全信息。 |
| These Measures shall apply, mutatis mutandis, to the public disclosure of nuclear safety information by the operating entities of other civil nuclear facilities. | | 其他民用核设施营运单位核安全信息公开参照此办法执行。 |
| Article 3 The Ministry of Ecology and Environment (National Nuclear Safety Administration), as the nuclear safety administration of the State Council, shall disclose the nuclear safety information of governments to the public in accordance with these Measures and supervise the public disclosure of nuclear safety information by the operating entities of other civil nuclear facilities. | | 第三条 生态环境部（国家核安全局）作为国务院核安全监督管理部门，按照本办法开展政府核安全信息公开，并对民用核设施营运单位核安全信息公开工作进行监督。 |
| Article 4 Nuclear safety information shall be disclosed to the public under the principles of objectivity, timeliness and accuracy. | | 第四条 核安全信息公开应当遵循客观、及时、准确的原则。 |
| Article 5 Government information that is determined to be state secrets according to the law, or whose public disclosure may harm national security, public security, economic security, or social stability, shall not be disclosed to the public. The public disclosure of any information relating to a trade secret or personal information shall be governed by the relevant provisions issued by the state. | | 第五条 依法确定为国家秘密的核安全信息，或公开后可能危及国家安全、公共安全、核设施和核材料安全的核安全信息，不予公开。涉及商业秘密和个人信息的，按照国家有关规定执行。 |
| Chapter 2 Public Disclosure of Nuclear Safety Information by the Operating Entities of Nuclear Power Plants | | 第二章 核动力厂营运单位核安全信息公开 |
| Article 6 The operating entity of a nuclear power plant shall establish a public disclosure system for enterprise nuclear safety information, and specify the responsible department, contents, procedures, and channels regarding the public disclosure of nuclear safety information. | | 第六条 核动力厂营运单位应当建立企业核安全信息公开制度，明确核安全信息公开责任部门、公开内容、公开程序、公开途径等。 |
| Article 7 The nuclear safety information that should be disclosed to the public by the operating entity of a nuclear power plant includes: | | 第七条 核动力厂营运单位应当公开的核安全信息包括： |
| (1) The entity's name, registered address, contact information, and commitment to compliance with laws and regulations on nuclear safety and environmental protection; | | （一）单位名称、注册地址、联系方式、核安全和环境保护守法承诺。 |
| (2) The entity's nuclear safety management rules; | | （二）本单位核安全管理制度。 |
