| Chapter I General Provisions | | 第一章 总则 |
| Article 1 The Regulations are formulated for the purposes of ensuring the hygiene of domestic drinking water (hereinafter referred to as drinking water), preventing the harm of drinking water pollution and harmful factors to human body, and safeguarding the health of the people. | | 第一条 为了保证生活饮用水（以下简称饮用水）卫生，防止饮用水污染和有害因素对人体的危害，保障人民身体健康，制定本条例。 |
| Article 2 The Regulations shall apply to centralized supply (including urban public water supply, autonomous water supply and rural simple tap water supply) and secondary supply of drinking water, equipment and supplies for water supply, as well as places, facilities and environment for water supply. | | 第二条 本条例适用于集中式供水（包括城镇公共供水、自备水源供水和农村简易自来水供水）、二次供水的饮用水，供水的设备及用品，也适用于供水的场所、设施和环境。 |
| All units and individuals within the administrative area of this Municipality must abide by the Regulations. | | 本市行政区域内的任何单位和个人都必须遵守本条例。 |
| Article 3 In the work of drinking water hygiene, it is necessary to observe the policy of prevention first, implement the principle of combining prevention with control and classified management, actively carry out publicity and education of drinking water hygiene, popularize drinking water hygiene knowledge, and improve citizens' self-protection awareness. | | 第三条 饮用水卫生工作应当贯彻预防为主的方针，实行防治结合、分类管理的原则。积极开展饮用水卫生的宣传教育，普及饮用水卫生知识，提高公民的自我保护意识。 |
| Article 4 The municipal and district people's governments shall incorporate the work of drinking water hygiene into local plans for national economic and social development and organize the implementation thereof. | | 第四条 市、区人民政府应当将饮用水卫生工作纳入本地区国民经济和社会发展规划，并组织实施。 |
| The municipal administrative department of health and family planning shall be in charge of supervision over drinking water hygiene in this Municipality. | | 市卫生计生行政部门主管全市饮用水的卫生监督工作。 |
| The relevant municipal departments of urban management, housing and urban-rural development, planning and land resources, environmental protection, etc. shall, within the scope of their respective functions and duties, be responsible for the management of drinking water hygiene. | | 市城市管理、住房城乡建设、规划国土、环境保护等有关部门在各自的职责范围内负责饮用水的卫生管理工作。 |
| Article 5 This Municipality shall encourage social supervision over drinking water hygiene. Any unit or individual shall have the right to report and accuse any act in violation of the Regulations. | | 第五条 本市鼓励对饮用水卫生的社会监督。对违反本条例的行为，任何单位和个人都有权检举和控告。 |
| Chapter II Hygiene of Drinking Water | | 第二章 饮用水的卫生 |
| Article 6 Drinking water must meet national hygiene standards. Water under any of the following circumstances shall be prohibited from supply for drinking: | | 第六条 饮用水必须符合国家卫生标准。有下列情况之一的，禁止供给饮用： |
| (1) It mixes with foreign matter, which leads to peculiar color, smell or other sensory properties, and may be harmful to human health; | | （一）混有异物，出现异色、异味或者其他感官性状异常，可能对人体健康有害的； |
| (2) Its content of toxic or hazardous substances exceeds national hygiene standards; | | （二）有毒、有害物质含量超过国家卫生标准的； |
| (3) It contains parasites, microorganisms, etc., which may cause diseases; | | （三）含有寄生虫、微生物等，有可能引起疾病的； |
| (4) It is in direct contact with facilities and supplies for water supply that do not meet hygiene standards and hygiene management requirements; | | （四）与不符合卫生标准和卫生管理要求的供水设施及用品直接接触的； |
| (5) It fails to pass hygiene inspections; or | | （五）未经卫生检验的； |
| (6) The supply of water is suspended with the approval of the municipal or district people's government due to special needs such as disease prevention. | | （六）因防病等特殊需要，经市或者区人民政府批准停止供水的。 |
| Article 7 The process of drinking water supply must meet the following hygiene requirements: | | 第七条 饮用水的供水过程必须符合下列卫生要求： |
| (1) Water supply facilities and surrounding environment shall be kept clean and shall keep the specified protection distance from toxic and hazardous places or pollution sources; | | （一）保持供水设施和周围环境清洁，与有毒有害场所或者污染源保持规定的防护距离； |
| (2) There shall be no connection between autonomous water supply facilities and urban public water supply network; | | （二）自备水源供水设施与城镇公共供水管网不得有任何连接； |
| (3) Secondary water supply facilities shall not be directly connected with urban public water supply network; | | （三）二次供水设施与城镇公共供水管网不得直接连接； |
| (4) Water supply facilities shall be not connected with undrinkable water; | | （四）供水设施与非饮用水不得相通； |
| (5) Water supply facilities must be safe and airtight and have necessary hygiene protection facilities; | | （五）供水设施必须安全密闭，有必要的卫生防护设施； |
| (6) Water supply equipment shall be cleaned and disinfected within the time limit as prescribed by the administrative departments of health and family planning; | | （六）供水设备应当按照卫生计生行政部门规定的期限清洗、消毒； |
| (7) Before the use of new equipment or network, or after the repair of old equipment or network, cleaning and disinfection in accordance with requirements shall be carried out strictly; | | （七）新设备、新管网使用前或者旧设备、旧管网修复后，必须严格清洗、消毒； |
| (8) There shall be water disinfection equipment for centralized water supply; | | （八）集中式供水必须有水质消毒设备； |
| (9) Water supply equipment and supplies in direct contact with drinking water shall be non-toxic and harmless and shall not pollute water; | | （九）凡与饮用水直接接触的供水设备及用品，应当无毒无害，不得污染水质； |
| (10) The personnel who are directly engaged in water supply, water management, cleaning and disinfection of water supply facilities, or other hygiene maintenance work shall maintain personal hygiene while on duty. Patients with diseases harmful to water hygiene and pathogen carriers shall not be directly engaged in water supply, water management, cleaning and disinfection of water supply facilities, or other hygiene maintenance work; | | （十）直接从事供水、管水或者供水设施清洗、消毒等卫生维护工作的人员上岗时应当保持个人卫生。有碍水质卫生疾病的患者和病原携带者，不得直接从事供水、管水或者供水设施清洗、消毒等卫生维护工作； |
| (11) There are other hygiene requirements of the State and this Municipality on the process of drinking water supply. | | （十一）国家和本市有关饮用水供水过程的其他卫生要求。 |
| Chapter III Hygiene Management | | 第三章 卫生管理 |
| Article 8 The planning, design and installation of water supply facilities shall meet hygiene requirements. The administrative departments of health and family planning must participate in the site selection, design review and completion acceptance of new, expansion and reconstruction projects of water supply facilities. | | 第八条 供水设施的规划、设计和安装，应当符合卫生要求。新建、扩建、改建供水设施工程的选址、设计审查和竣工验收，必须有卫生计生行政部门参加。 |
