| In accordance with the requirements of the Outline of the People's Republic of China for the 14th Five-Year Plan for National Economic and Social Development and Long-Range Objectives through the Year 2035, the Next-generation Artificial-Intelligence Development Plan and other documents, these Guiding Opinions are developed for purposes of implementing the decisions and plans of the CPC Central Committee and the State Council on promoting the development of artificial intelligence (AI), promoting innovation in AI scenarios in a coordinated manner with a focus on solving major problems in the application and industrialization of AI, comprehensively improving the quality and level of AI development, and better supporting high-quality development. | | 为贯彻落实党中央、国务院关于推动人工智能发展的决策部署，统筹推进人工智能场景创新，着力解决人工智能重大应用和产业化问题，全面提升人工智能发展质量和水平，更好支撑高质量发展，按照《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》《新一代人工智能发展规划》等要求，制定本指导意见。 |

| Scenario innovation is a process of enabling the iteration and upgrading of new technologies and rapid industrial growth, which is guided by the creative application of new technologies and takes the linkage of supply and demand as the path. Facilitating the innovation of AI scenarios is of great significance for promoting the application of AI at a higher level and better supporting high-quality development. The rapid development of AI technology in China, the increasingly abundant supply of data and computing resources, and the continuous expansion of application scenarios—All this lays a solid foundation for the innovation of AI scenarios. However, there are still some problems, such as inadequate understanding of scenario innovation, insufficient design of major scenario systems, insufficient openness of scenario opportunities, and imperfect ecology of scenario innovation. | Under the guidance of the guiding principles of a series of important speeches on AI delivered by General Secretary Xi Jinping, the new development philosophy shall be applied in a complete manner. All tasks shall focus on deepening the integration of AI with the real economy with a view to promoting the opening of scenario resources and enhancing scenario innovation capabilities. The scenario ecology shall be improved by strengthening the cultivation of entities, increasing application and demonstration, and innovating systems and mechanisms.
