Opinions of the State Council on Supporting Shandong in Deepening Its Transition from Old to New Growth Drivers and Promoting Green, Low-carbon, and High-quality Development 

国务院关于支持山东深化新旧动能转换推动绿色低碳高质量发展的意见

People's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; and all ministries and commissions of and institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
Shandong is an important industrial base of China and a strategic fulcrum of the economic development of northern China. The following opinions are hereby offered for the purposes of supporting Shandong, on the basis of deepening its transition from old to new growth drivers, in exploring a pathway to transformation and development all out, further enhancing regional development vitality and drivers, and accelerating the promotion of green, low-carbon, and high-quality development. 山东是我国重要的工业基地和北方地区经济发展的战略支点。为支持山东在深化新旧动能转换基础上,着力探索转型发展之路,进一步增强区域发展活力动力,加快推动绿色低碳高质量发展,现提出如下意见。
I. General requirements 一、总体要求
1. Guiding ideology.   (一)指导思想。
Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era shall be guidance; the spirit of General Secretary Xi Jinping's important instructions on Shandong's work on "leading the way and embarking on a new stage all around" shall be thoroughly implemented; the general tone of making progress while maintaining stability shall be adhered to; the new development concept shall be carried out in a complete, accurate, and comprehensive manner; the people-centered development idea shall be adhered to; the pathway to modernization underpinned by ecological priority and green development shall be unswervingly followed; deepening the transition from old to new growth drivers shall be the central task; the development of a green and low-carbon way of production and life shall be the main goal; reform and innovation shall be the fundamental driving force; coordination shall be provided between development and security; equal stress shall be put on improving and enhancing traditional growth drivers and cultivating and expanding new growth drivers; endeavor shall be made to build a green, low-carbon, and high-quality development pioneering zones; efforts shall be exercised to lead the way in serving and integrating into the new development pattern, enhancing the innovativeness of economic and social development, and promoting ecological protection and high-quality development of the Yellow River Basin; people's lives shall be continuously improved while promoting common prosperity; and a fresh start shall be made for the construction of a powerful modern socialist province in the new era. 以习近平新时代中国特色社会主义思想为指导,深入落实习近平总书记关于山东工作“走在前列、全面开创”的重要指示精神,坚持稳中求进工作总基调,完整、准确、全面贯彻新发展理念,坚持以人民为中心的发展思想,坚定不移走生态优先、绿色发展的现代化道路,以深化新旧动能转换为中心任务,以形成绿色低碳生产生活方式为主攻方向,以改革创新为根本动力,统筹发展和安全,改造提升传统动能和培育壮大新动能并举,努力建设绿色低碳高质量发展先行区,努力在服务和融入新发展格局上走在前、在增强经济社会发展创新力上走在前、在推动黄河流域生态保护和高质量发展上走在前,不断改善人民生活、促进共同富裕,开创新时代社会主义现代化强省建设新局面。
2. Development orientation.   (二)发展导向。
—Deepening the transition from old to new growth drivers. The innovation-driven development strategy shall be implemented, and an approach to replace old industries with new ones and rejuvenate development via industrial upgrade shall be upheld. A nationally important regional hub of innovation and cradle of scientific and technological innovation shall be created in reliance on the comprehensive pilot zone for the transition from old to new growth drivers. A group of clusters of strategic emerging industries with important influence shall be cultivated, and a pathway to and mode of transition from old to new growth drivers shall be explored at an accelerating pace. --深化新旧动能转换。实施创新驱动发展战略,坚持腾笼换鸟、凤凰涅槃,依托新旧动能转换综合试验区,打造全国重要的区域创新高地和科技创新策源地,培育一批有重要影响力的战略性新兴产业集群,加快探索形成新旧动能转换的路径模式。
—Promoting the green and low-carbon transformation and development. By implementing all-around conservation strategy and focusing on achieving carbon emissions peaking and carbon neutrality, efforts shall be made to advance carbon reduction, pollution reduction, greening, and growth in a coordinated way, promote the transformation of heavy and chemical industries, research and development of low-carbon technology, and innovation in green development mechanisms, and develop a resource efficient and environment-friendly industrial structure, way of production, way of life, and spatial layout at an accelerating pace. --推动绿色低碳转型发展。实施全面节约战略,围绕实现碳达峰碳中和,坚持降碳、减污、扩绿、增长协同推进,推动重化工业转型、低碳技术研发推广、绿色发展机制创新,加快形成节约资源和保护环境的产业结构、生产方式、生活方式、空间格局。
—Promoting the deep integration between industrialization and digitization. A new pathway to industrialization shall be maintained, and industrial digitization and digital industrialization shall be advanced in a coordinated manner. Guided by the digital, network-based, and intelligent development of manufacturing, efforts shall be stepped up to make breakthroughs in underlying technologies, massive data shall be gathered, and industrial application scenarios shall be enriched. The mode of integrated development shall be innovated, the digital technology empowerment for the real economy on a whole-process basis shall be promoted, and the transformation of a large manufacturing province into a powerful manufacturing province shall be boosted. --促进工业化数字化深度融合。坚持走新型工业化道路,协同推进产业数字化和数字产业化,以制造业数字化、网络化、智能化发展为牵引,强化底层技术突破,汇聚海量数据,丰富产业应用场景,创新融合发展模式,促进数字技术全链条赋能实体经济,推动制造大省向制造强省转变。
—Deeply implementing the strategy of ecological protection and high-quality development in the Yellow River Basin. With the leading role of the Shandong Peninsula conurbation, the protection and governance of the Yellow River Basin shall be deepened in all aspects at several levels, and exploration and innovation shall be strengthened in the aspects of high-level ecological and environmental protection, in-depth economical and intensive utilization of water resources, and coordinated advancement of high-quality economic development. --深入实施黄河流域生态保护和高质量发展战略。发挥山东半岛城市群龙头作用,全方位、多层次深化黄河流域大保护、大治理,在生态环境高水平保护、水资源深度节约集约利用和协同推进经济高质量发展方面加强探索创新。
3. Development goals.   (三)发展目标。
By 2027, Shandong will make major breakthroughs in deepening the transition from old to new growth drivers and building a green, low-carbon, and high-quality development pioneering zone, and gain a group of successful experience capable of replication and promotion. The digital transformation of industries will be fully advanced, and new technologies, industries, forms of business, and models will become the main drivers of economic development. The energy structure and industrial structure will be significantly optimized, incremental energy consumption will be mainly non-fossil energy consumption, and key industries and enterprises will lead the country in the energy efficiency level. The level of economical and intensive utilization of water resources will be greatly improved, the total discharge of major pollutants will continue to decline, and the urban and rural living environment and the quality of life of residents will be significantly improved. Major breakthroughs will be made in reforms in key fields, substantial progress will be made in the reforms to streamline administration and delegate power, improve regulation, and upgrade services, and the business environment will be nationally first-class. 到2027年,山东深化新旧动能转换建设绿色低碳高质量发展先行区实现重大突破,形成一批可复制可推广的成功经验。产业数字化转型全面推进,新技术、新产业、新业态、新模式成为经济发展的主要驱动力。能源结构、产业结构显著优化,增量能源消费主要依靠非化石能源提供,重点行业和企业能效水平全国领先。水资源节约集约利用水平大幅提升,主要污染物排放总量持续下降,城乡人居环境和居民生活品质显著改善。重点领域改革取得重大突破,简政放权、放管结合、优化服务改革取得实质性进展,营商环境达到全国一流水平。
By 2035, Shandong will successfully overcome the conventional long-term barriers to transforming the economic development mode, optimizing the economic structure, and the transition of growth drivers; endeavor will be made to finish building a modern economic system; carbon emissions will, after peaking, hold stable and in decline; the systems and mechanisms for continued transition and upgrading of the drivers of development and for green and low-carbon development will basically become sound and take shape; and Shandong will be built into a strong modern socialist province in the new era. 到2035年,山东成功跨越转变经济发展方式、优化经济结构、转换增长动力的常规性长期性关口,努力建成现代化经济体系,碳排放达峰后稳中有降,发展动能持续转换升级和绿色低碳发展的体制机制基本成熟定型,建成新时代社会主义现代化强省。
II. Equally stressing carbon reduction and quality improvement, and comprehensively transforming and upgrading traditional industries 二、降碳提质并举,全面改造提升传统产业
4. Promoting the development of traditional pillar industries into green and high-end ones. With the goal of energy conservation, carbon reduction, and green transformation, the industrial base reshaping project and quality improvement action shall be implemented, and traditional advantageous industries shall be supported in being improved and enhanced and moving towards the mid-to-high end of the industrial chain. Shandong shall be supported in formulating transformation and upgrading plans according to the principle of "industry-specific policy," with a focus on chemical, non-ferrous metals, building materials, textiles, light industry and other industries. The recycling transformation of industrial parks shall be advanced, to promote the comprehensive utilization of waste, cascading use of energy, and circular use of water resources.   (四)推动传统支柱产业绿色化高端化发展。以节能降碳和绿色转型为牵引,实施产业基础再造工程和质量提升行动,支持传统优势产业做精做强,向产业链中高端迈进。支持山东以化工、有色金属、建材、纺织、轻工等行业为重点,“一业一策”制定改造提升计划。推进产业园区循环化改造,促进废物综合利用、能量梯级利用、水资源循环利用。
5. Accelerating the layout optimization and structural adjustment of heavy and chemical industries. With a high-end, green, and intensive development approach upheld, the merger and restructuring of steel and petrochemical enterprises shall be promoted so as to achieve the concentration of production capacity in coastal industrial parks. The steel production capacity of the cities in the Beijing-Tianjin-Hebei air pollution transmission channel shall be eliminated, and important steel industry bases shall be prompted to optimize processes and upgrade the product structure. The overhaul and improvement of chemical parks shall be advanced in depth, enterprises shall be encouraged to reduce petroleum products and increase chemical products, the petrochemical industry chain shall be extended, and the capability to guarantee new chemical materials shall be enhanced. The construction of the Yulong Island Refining and Chemical Integration Project shall be advanced solidly, production capacity replacement indicators shall be strictly implemented, and subsequent refining capacity integration shall be steadily promoted.   (五)加快重化工业布局优化和结构调整。坚持高端化、绿色化、集约化,促进钢铁、石化企业兼并重组,实现产能向沿海地区园区集中。京津冀大气污染传输通道城市钢铁产能实现应退尽退,推动重要钢铁产业基地工艺流程优化和产品结构升级。深入推进化工园区整治提升,鼓励企业减油增化,延伸石化产业链,提高化工新材料保障能力。扎实推进裕龙岛炼化一体化项目建设,严格落实产能置换指标,稳妥推动后续地炼产能整合。
6. Resolutely curbing the blind development of energy-intensive, emission-intensive, and low-level projects. With a focus on key energy-intensive industries, the guidance role of environmental protection, quality, technology, energy conservation, and safety standards shall be strengthened, and list-based management, classified disposal, and dynamic monitoring shall be comprehensively implemented for energy-intensive and emission-intensive projects. New energy-intensive and emission-intensive projects shall strictly implement the reduction and replacement requirements for production capacity, coal consumption, energy consumption, carbon emissions, and pollutant emissions, among others, benchmark the energy efficiency levels of major products against advanced national standards of energy consumption limits, and strive to meet national advanced levels; carry out technological transformations in existing projects for energy conservation and carbon reduction, and accelerate the obsoleting of outdated production capacity.   (六)坚决遏制高耗能高排放低水平项目盲目发展。聚焦重点耗能行业,强化环保、质量、技术、节能、安全标准引领,对高耗能高排放项目全面推行清单管理、分类处置、动态监控。新建高耗能高排放项目严格落实产能、煤耗、能耗、碳排放、污染物排放等减量替代要求,主要产品能效水平对标国家能耗限额先进标准并力争达到国际先进水平;对存量项目积极有序开展节能降碳技术改造,加快淘汰落后产能。
III. Pursuing clean, low-carbon, safe and efficient use of energy, and optimizing the energy and transport structure 三、坚持清洁低碳安全高效,优化能源和交通结构
7. Promoting the clean and efficient utilization of fossil energy sources. On the basis of ensuring the safe, reliable, and stable supply of energy, the growth of coal consumption shall be strictly and reasonably controlled, and energy-saving, carbon-reduction transformation, heating transformation, and flexibility transformation of coal-fired power units shall be implemented concurrently at an accelerating basis, with no new coal-fired units built for private use in principle. Residential coal consumption shall be substantially reduced, "replacing coal with gas" and "replacing coal with electricity" shall be advanced according to local conditions, and the comprehensive utilization of industrial waste heat and pressure shall be promoted. The exploration and development of oil and gas resources in the Shengli Oilfield and the Bohai Sea, as well as the level of clean and low-carbon production shall be improved, the integration between oil and gas development and new energy shall be strengthened, and the construction of infrastructure such as the Sino-Russian East Line Natural Gas Pipeline (Shandong Section) and coastal liquefied natural gas ("LNG") terminals shall be advanced.   (七)推动化石能源清洁高效利用。在确保能源安全可靠稳定供应的基础上,严格合理控制煤炭消费增长,加快实施煤电机组节能降碳改造、供热改造、灵活性改造“三改联动”,原则上不再新建自备燃煤机组。大幅压减散煤消费,因地制宜推进“煤改气”、“煤改电”,推广工业余热余压综合利用。提升胜利油田、渤海油气资源勘探开发和清洁低碳生产水平,加强油气开发与新能源融合发展,推进中俄东线天然气管道(山东段)、沿海液化天然气(LNG)接收站等基础设施建设。
8. Promoting the large-scale and high-proportion development of non-fossil energy resources. Shandong shall be supported in vigorously developing renewable energy, building tens of millions of kilowatts of offshore wind power bases in the open sea, building large-scale wind power and photovoltaic bases in saline-alkali tidal flats in northern Shandong and coal mine subsidence areas in southwestern Shandong, and exploring the mode of distributed photovoltaic integration. Under the premise of ensuring absolute safety, nuclear power shall be developed in an orderly manner on the Shandong Peninsula, the large-scale development of homegrown advanced nuclear power reactors shall be promoted, and comprehensive utilization of heating and seawater desalination shall be expanded. "Delivery of green electricity to Shandong" shall be promoted. Shandong shall be supported in strengthening cooperation with delivering provinces, actively participating in the construction of large-scale wind power and photovoltaic bases, and accelerating the construction of ultra-high-voltage electric transmission corridor from eastern Gansu to Shandong. The renewable electricity delivered by newly constructed ultra-high-voltage electric transmission corridors shall be not less than 50% in principle. A smart energy system with coordination and interaction among sources, networks, load, and storage shall be built, and the construction of pumped storage power stations shall be promoted, to raise the application level of new types of energy storage.   (八)促进非化石能源大规模高比例发展。支持山东大力发展可再生能源,打造千万千瓦级深远海海上风电基地,利用鲁北盐碱滩涂地、鲁西南采煤沉陷区等建设规模化风电光伏基地,探索分布式光伏融合发展模式。在确保绝对安全的前提下在胶东半岛有序发展核电,推动自主先进核电堆型规模化发展,拓展供热、海水淡化等综合利用。推动“绿电入鲁”,支持山东加强与送端省份合作,积极参与大型风电光伏基地建设,加快陇东至山东特高压输电通道建设,新建特高压输电通道中可再生能源电量比例原则上不低于50%。构建源网荷储协同互动的智慧能源系统,推动抽水蓄能电站建设,提升新型储能应用水平。
9. Optimizing the layout and structure of transport facilities. The construction of the corridor from Qingdao to Zhengzhou and Xi'an through Jinan shall be promoted, the construction of the auxiliary corridor for the Beijing-Shanghai high-speed railway shall be finished at an accelerating pace, and the resumption of navigation of the suitable section of the Beijing-Hangzhou Canal to the north of the Yellow River shall be advanced. The Port of Qingdao, Port of Rizhao, and Port of Yantai, among others, shall be prompted to accelerate the construction of world-class seaports, strengthen cooperation and interaction with ports in coastal provinces such as Tianjin, Hebei, and Jiangsu, and jointly build a cluster of world-class ports. The multi-modal transport system shall be improved, and a shift in bulk cargo transportation from highways to railways and waterways shall be advanced. The Port of Qingdao shall be supported in expanding the utilization of hydrogen energy and the Port of Rizhao shall be supported in developing itself into a smart green demonstration port for dry bulk commodities, so as to establish a medium-to-long-distance green freight transport system with electrified railways and energy-saving and environment-friendly ships as its mainstay.   (九)优化交通设施布局和结构。推动青岛经济南至郑州、西安通道建设,加快建成京沪高铁辅助通道,推进京杭运河黄河以北段适宜河段复航。推动青岛港和日照港、烟台港等加快建设世界一流海港,强化与天津、河北、江苏等沿海省份港口合作互动,共同打造世界级港口群。完善多式联运体系,推进大宗货物运输“公转铁”、“公转水”。支持青岛港扩大氢能利用、日照港建设大宗干散货智慧绿色示范港口,构建以电气化铁路、节能环保船舶为主的中长途绿色货运系统。
