| Promoting large-scale equipment renewals and consumer goods trade-ins is an important measure to accelerate the establishment of a new development pattern and promote high-quality development. It will effectively promote investment and consumption, and benefit the development not only for the time being but also in the long run. In order to implement the decisions and arrangements of the Central Committee of the Communist Party of China, the following action plan is hereby made to promote a new round of large-scale equipment renewals and consumer goods trade-ins. | | 推动大规模设备更新和消费品以旧换新是加快构建新发展格局、推动高质量发展的重要举措，将有力促进投资和消费，既利当前、更利长远。为贯彻落实党中央决策部署，现就推动新一轮大规模设备更新和消费品以旧换新，制定如下行动方案。 |
| I. General requirements | | 一、总体要求 |
| To promote large-scale equipment renewals and consumer goods trade-ins, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era shall be taken as the guidance, the guidelines of the 20th National Congress of the Communist Party of China shall be thoroughly implemented, the arrangements of the Central Economic Work Conference and the fourth plenary session of the Central Financial and Economic Affairs Commission shall be carried out, and efforts shall be coordinated to expand domestic demand and deepen supply-side structural reform. Four key actions, including equipment renewal, consumer goods trade-ins, recovery and recycling, and standards upgrading, shall be carried out. The production and application of advanced equipment shall be vigorously boosted, the continuous increase of the proportion of advanced production capacity shall be promoted, households' utilization of high-quality durable consumer goods shall be promoted, resource recycling chains shall be smoothed, and the quality and level of circulation of the national economy shall be significantly improved. | | 推动大规模设备更新和消费品以旧换新，要以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，贯彻落实中央经济工作会议和中央财经委员会第四次会议部署，统筹扩大内需和深化供给侧结构性改革，实施设备更新、消费品以旧换新、回收循环利用、标准提升四大行动，大力促进先进设备生产应用，推动先进产能比重持续提升，推动高质量耐用消费品更多进入居民生活，畅通资源循环利用链条，大幅提高国民经济循环质量和水平。 |

| ——Adhering to the principle of encouraging the advanced and eliminating the backward. A long-term effect mechanism combining incentives and restraints shall be established, the elimination of backward products and equipment shall be accelerated, the level of safety and reliability shall be enhanced, and the high-end, intelligent, and green development of industries shall be promoted. The development of a unified national market shall be accelerated and local protectionism shall be eliminated. | | ——坚持鼓励先进、淘汰落后。建立激励和约束相结合的长效机制，加快淘汰落后产品设备，提升安全可靠水平，促进产业高端化、智能化、绿色化发展。加快建设全国统一大市场，破除地方保护。 |
| ——Adhering to standard guidance and orderly improvement. By benchmarking against international advanced levels and in light of the actual development of industries, the development and revision of standards in fields such as energy conservation and carbon reduction, environmental protection, safety, and recycling shall be accelerated. The affordability of enterprises and the acceptance degree of consumers shall be taken into overall consideration, and the implementation of standards shall be promoted in a well-regulated manner. | | ——坚持标准引领、有序提升。对标国际先进水平，结合产业发展实际，加快制定修订节能降碳、环保、安全、循环利用等领域标准。统筹考虑企业承受能力和消费者接受程度，有序推动标准落地实施。 |
| By 2027, the investment in equipment in industry, agriculture, construction, transportation, education, culture and tourism, medical care, and other fields will increase by 25% or more compared to 2023. The energy efficiency of major energy-using equipment in key industries will basically reach the energy-saving level, and the proportion of production capacity with performance in environmental protection reaching A-level will increase substantially. In industrial enterprises above the designated size, the penetration rate of digital research, development, and design tools will exceed 90%, while the use of computer numerical control in key processes will surpass 75%. The quantity of recycled scrapped automobiles will approximately double compared to 2023, the volume of second-hand car transactions will increase by 45% compared to 2023, the quantity of recycled used home appliances will increase by 30% compared to 2023, and the ratio of recycled materials in the supply of resources will continue to increase. | | 到2027年，工业、农业、建筑、交通、教育、文旅、医疗等领域设备投资规模较2023年增长25%以上；重点行业主要用能设备能效基本达到节能水平，环保绩效达到A级水平的产能比例大幅提升，规模以上工业企业数字化研发设计工具普及率、关键工序数控化率分别超过90%、75%；报废汽车回收量较2023年增加约一倍，二手车交易量较2023年增长45%，废旧家电回收量较2023年增长30%，再生材料在资源供给中的占比进一步提升。 |
| II. Implementing the equipment renewal action | | 二、实施设备更新行动 |
| (1) Promoting the renewal and transformation of equipment in key industries. Centering on promoting new industrialization, energy conservation and carbon reduction, ultra-low emissions, work safety, digital transformation, and intelligent upgrading shall be taken as important directions, and the renewal and technological transformation of manufacturing equipment, energy use equipment, and power generation, transmission, and distribution equipment shall be vigorously promoted in key industries such as steel, nonferrous metals, petrochemicals, chemicals, building materials, electric power, machinery, aviation, shipbuilding, light textiles, and electronics. The adoption of energy-efficient equipment that meets advanced and energy-saving standards shall be accelerated, and energy conservation and carbon reduction transformation shall be conducted by industry and fields. The application of intelligent manufacturing equipment and software shall be popularized, the development and popularization of the industrial Internet shall be accelerated, and a new model that utilizes intelligence to empower the digital economy shall be cultivated. Compulsory standards for energy consumption, emission, and safety, among others, as well as the requirements of the catalog of eliminated equipment shall be strictly implemented, and the equipment that does not meet the standards shall be eliminated in accordance with the applicable laws and regulations. | | （一）推进重点行业设备更新改造。围绕推进新型工业化，以节能降碳、超低排放、安全生产、数字化转型、智能化升级为重要方向，聚焦钢铁、有色、石化、化工、建材、电力、机械、航空、船舶、轻纺、电子等重点行业，大力推动生产设备、用能设备、发输配电设备等更新和技术改造。加快推广能效达到先进水平和节能水平的用能设备，分行业分领域实施节能降碳改造。推广应用智能制造设备和软件，加快工业互联网建设和普及应用，培育数字经济赋智赋能新模式。严格落实能耗、排放、安全等强制性标准和设备淘汰目录要求，依法依规淘汰不达标设备。 |
| (2) Accelerating equipment renewals in the fields of construction and municipal infrastructure. By centering on the construction of new-type urbanization and in light of the promotion of urban renewal and the reconstruction of old residential areas, renewal and renovation shall be promoted on a categorized basis with a focus on residential elevators, water supply, heat supply, gas supply, sewage treatment, environmental sanitation, urban lifeline projects, and security protection, among others. The renewal of old residential elevators that do not meet the existing product standards and pose high safety risks shall be accelerated. The upgrading and renovation of tap water plants and pressurized water supply and storage facilities and equipment in all localities shall be promoted. Heat supply metering renovation shall be promoted in a well-regulated manner, and the upgrading and renovation of heat supply facilities and equipment shall be continuously promoted. Energy-saving renovations of the existing buildings shall be promoted by focusing on the insulation of external walls, doors and windows, and heating devices, among others. The upgrading and renovation of gas and other aging pipelines shall be continuously implemented. The strengthening of weak areas and weak points of urban domestic sewage and waste treatment facilities and equipment shall be accelerated. The development of supporting Internet of Things intelligent sensing devices for urban lifeline projects such as underground pipelines, bridges, tunnels, and manhole covers shall be promoted. The renovation of video surveillance and other security equipment in key public areas and roads shall be accelerated. | | （二）加快建筑和市政基础设施领域设备更新。围绕建设新型城镇化，结合推进城市更新、老旧小区改造，以住宅电梯、供水、供热、供气、污水处理、环卫、城市生命线工程、安防等为重点，分类推进更新改造。加快更新不符合现行产品标准、安全风险高的老旧住宅电梯。推进各地自来水厂及加压调蓄供水设施设备升级改造。有序推进供热计量改造，持续推进供热设施设备更新改造。以外墙保温、门窗、供热装置等为重点，推进存量建筑节能改造。持续实施燃气等老化管道更新改造。加快推进城镇生活污水垃圾处理设施设备补短板、强弱项。推动地下管网、桥梁隧道、窨井盖等城市生命线工程配套物联智能感知设备建设。加快重点公共区域和道路视频监控等安防设备改造。 |
| (3) Supporting the renewal of transportation equipment and old agricultural machinery. The transition towards electrification of urban buses shall be continuously promoted, and the renewal and replacement of old new-energy buses and power batteries shall be supported. The elimination of commercial diesel trucks under National Emission Standard III or below shall be accelerated. The building of capacity for green aviation equipment industrialization such as electric and hydrogen-powered aircraft shall be strengthened. The scrapping and replacement of old ships with high energy consumption and high emissions shall be accelerated, the development of new energy-powered ships shall be vigorously supported, the supporting infrastructure and standards for ships powered by new energy shall be improved, and the application scope of ships powered by new energy such as electricity, liquefied natural gas, bio-diesel, and green methanol shall be gradually expanded. The policies to subsidize the scrapping and replacement of agricultural machinery shall continue to be effectively implemented, the scrapping and renewal of old agricultural machinery shall be solidly promoted, and the structural adjustment of agricultural machinery shall be accelerated in light of the needs of agricultural production and the level of development of agricultural mechanization. | | （三）支持交通运输设备和老旧农业机械更新。持续推进城市公交车电动化替代，支持老旧新能源公交车和动力电池更新换代。加快淘汰国三及以下排放标准营运类柴油货车。加强电动、氢能等绿色航空装备产业化能力建设。加快高耗能高排放老旧船舶报废更新，大力支持新能源动力船舶发展，完善新能源动力船舶配套基础设施和标准规范，逐步扩大电动、液化天然气动力、生物柴油动力、绿色甲醇动力等新能源船舶应用范围。持续实施好农业机械报废更新补贴政策，结合农业生产需要和农业机械化发展水平阶段，扎实推进老旧农业机械报废更新，加快农业机械结构调整。 |
