| For the purposes of implementing the decisions and plans of the CPC Central Committee and the State Council, further leveraging the role of data as a factor of production in promoting coordinated optimization, enhanced efficiency through reuse, and integrated innovation in high-quality urban development, steadily advancing citywide digital transformation, focusing on developing convenient and efficient smart cities, enhancing the modernization of urban governance systems and capabilities, and better meeting the people's aspiration for a better life, this Action Plan is hereby formulated. | | 为贯彻落实党中央、国务院决策部署,进一步发挥数据要素在城市高质量发展中的协同优化、复用增效和融合创新作用,扎实推进城市全域数字化转型,着力建设便捷高效的智慧城市,提升城市治理体系和治理能力现代化水平,更好满足人民群众美好生活需要,制定本行动计划。 |
| I. General Requirements | | 一、总体要求 |
| Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding principles from the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee shall be thoroughly implemented. The important statements of General Secretary Xi Jinping on urban work shall be fully implemented. The Party's overall leadership shall be upheld and strengthened, the concept of people-centered urban development shall be earnestly practiced, and the general principle of pursuing progress while ensuring stability shall be followed. A data-driven and application-oriented approach shall be adopted, and development and security shall be advanced in a coordinated manner. Cities shall serve as integrated carriers for advancing the development of a digital China. Emphasis shall be placed on empowering overall urban economic and social development with data, supported by the construction of urban digital foundations and safeguarded by adaptive digital reforms. Facility interconnection, data interlinkage, platform interoperability, and business integration shall be promoted. Citywide digital transformation shall be advanced across all domains, transformation support shall be comprehensively strengthened, and the transformation ecosystem shall be optimized throughout the entire process. | By the end of 2027, notable progress shall be achieved in empowering urban economic and social development with data. Mechanisms for the efficient handling of key urban operation events and one-stop government services shall be fully implemented, with the former covering key urban operation events and the latter covering high-frequency livelihood-related affairs. The digital economy shall become a new driving force for urban development. Breakthroughs shall be achieved in key areas and critical links such as intelligent and efficient urban governance, convenient and inclusive livelihood services, and the digital renewal of cities. More than 50 cities shall have completed citywide digital transformation. Megacities and super-large cities shall take the lead in building new systems for intelligent and efficient governance and deploying a number of advanced, practicable, and independently controllable large urban models. | II. Implementing the Action for Enhancing Smart and Efficient Urban Governance to Strengthen Coordination Between Routine and Emergency Responses | | 二、实施城市智慧高效治理提升行动,提高平急联动协同能力 |
| 1. Establishing a smart and efficient urban governance system. The development of the “Integrated Urban Management Platform” shall be deepened. An indicator system for urban operational vital signs shall be established, and a data-enabled, tiered, and closed-loop smart and efficient governance mechanism shall be built. Cities with the necessary conditions shall be encouraged to establish digital urban operation and governance centers, explore the development of multi-tiered intelligent platforms interconnected through smart hubs, and promote the interconnection and integration of systems for urban operations, comprehensive governance, traffic management, and emergency management, thereby enhancing core capabilities such as monitoring and early warning, incident handling, command and dispatch, and decision support. The functional integration and coordinated development of foundational platforms shall be strengthened, and the City Information Modeling (CIM) platform shall be improved. The development and utilization of data from the Real-Scene 3D China Initiative shall be enhanced, and the application of Territorial Information Modeling (TIM), City Information Modeling (CIM), and Building Information Modeling (BIM) in urban management shall be promoted. The construction of service platforms for urban operation and management shall be accelerated, urban operation and management mechanisms shall be improved, and whole-process digital construction project approval shall be explored and implemented. The establishment of digital archives for historic and cultural districts, buildings, and underground utility tunnels shall be advanced. A dynamic monitoring and intelligent early-warning technology system for potential building safety hazards shall be established to enhance the intelligent management of buildings. Urban traffic flow and traffic signal control shall be optimized to improve road traffic efficiency. The development of monitoring networks for the implementation of territorial spatial planning shall be further advanced, and the digital transformation of territorial spatial governance shall also be advanced. The digital and intelligent transformation of ecological and environmental monitoring networks shall be advanced to support digital applications for green and low-carbon development, such as pollution prevention and control. | | (一)构建城市智慧高效治理体系。深化“一网统管”建设,构建城市运行体征指标体系,建立数据赋能、分级协作、闭环落实的智慧高效治理机制。鼓励有条件的城市建设数字化城市综合运行和治理中心,探索建立基于智能中枢的多级贯通智能化平台,推进城市运行、综合治理、交通管理、应急管理等系统互联接入,提升监测预警、事件流转、指挥调度、决策支持等核心能力。加强基础平台功能整合、协同发展,完善城市信息模型(CIM)平台。强化实景三维中国数据开发利用。推动国土空间信息模型(TIM)、城市信息模型(CIM)、建筑信息模型(BIM)等在城市管理中的应用。加快城市运行管理服务平台建设,完善城市运行管理工作机制,探索实施全流程数字化报建,推进建立历史文化街区、建筑物、地下管廊等数字档案。构建房屋安全隐患动态监测和智能预警技术体系,提升房屋建筑管理智慧化水平。优化城市交通流量和交通信号灯控制,提高道路通行效率。深化国土空间规划实施监测网络建设,推进国土空间治理数字化转型。推动生态环境监测网络数智化转型,支撑污染防治等绿色低碳数字化应用。 |
| 2. Empowering urban emergency and safety assurance through digital and intelligent means. Cities with the necessary conditions shall be encouraged to establish urban safety risk monitoring and early-warning systems, and to establish information-sharing and emergency coordination mechanisms for managing risks related to public safety, production safety, and natural disasters, thereby enhancing capabilities for early risk identification and warning. The application of large AI models for rapid, comprehensive analysis and assessment of extreme weather events, such as rainstorms and typhoons, shall be explored; early-warning information dissemination procedures shall be optimized; and pre-disaster prevention capabilities shall be strengthened. A digital emergency response plan repository for urban safety incidents, covering all types of urban disasters citywide, shall be established, and regions where conditions permit shall be supported in conducting multi-perspective, cross-domain intelligent emergency scenario simulation and deduction. The application of unmanned aerial vehicles (UAVs), robots, and other intelligent equipment in public safety and emergency rescue shall be promoted. | | (二)数智赋能城市应急安全保障。鼓励有条件的城市建设城市安全风险监测预警体系,建立公共安全、生产安全、自然灾害等城市风险的信息共享和应急联动机制,提高风险早期识别预警能力。探索利用大模型开展暴雨、台风等极端天气快速综合研判,优化预警信息发布流程,加强提升灾前防范能力。建立覆盖全域、全灾种的城市安全事件应急处置数字化预案库,支持有条件的地区开展多视角、跨领域智慧应急场景仿真推演。推动无人机、机器人等在公共安全、应急救援等领域的应用。 |
| 3. Enhancing the efficiency of public feedback and rapid response services. The Party-building-led grassroots governance system shall be improved, and mechanisms enabling full-process participation by multiple governance actors shall be strengthened. Mechanisms such as citizen service hotlines shall be leveraged to accelerate the integration of data from channels, including government services, grassroots grids, the 12345 hotline, and public opinion and petitions, so as to advance rapid handling of public demands, immediate response to complaints, and proactive resolution before petitions arise. The rule of law in urban governance shall be upheld, and data-empowered digital applications in grid management, community governance, volunteer services, and conflict resolution shall be deepened to enhance real-time perception of social conditions and public sentiment and improve precision in public service delivery. Mechanisms for “one data, one source” and “unified collection and shared use” for grassroots reporting shall be established and improved, and the integration of grassroots information submission channels shall be advanced in an orderly manner. New models for the socialized and automated collection of information shall be explored. | | (三)提升民意速办服务效能。推动完善党建引领基层治理体系,健全多元治理力量全过程参与机制。用好市民服务热线等机制,加快整合政务服务、基层网格、12345热线、舆情信访等渠道数据,推进民意速办、接诉即办、未诉先办。坚持依法治市,深化数据赋能网格管理、社区治理、志愿服务和矛盾解纷等数字化应用,提升社情民意实时感知与精准服务水平。建立健全基层报表“一数一源”“统采共用”机制,有序推进基层信息填报渠道整合,探索拓展信息社会化、自动化采集等新模式。 |
