| The departments of natural resources of all provinces, autonomous regions, and municipalities directly under the Central Government; and the Natural Resources Bureau of Xinjiang Production and Construction Corps: | | 各省、自治区、直辖市自然资源主管部门，新疆生产建设兵团自然资源局： |
| For the purposes of safeguarding the rights and interests of the state owners of mineral resources and ensuring the fairness and impartiality of transactions on the assignment of mineral rights, in accordance with the Notice by the Ministry of Natural Resources Regarding Issuing the Trading Rules for the Assignment of Mineral Rights (No. 1 [2023], Ministry of Natural Resources) and other relevant provisions, you are hereby notified of relevant matters concerning determining the reserve prices for the assignment of mineral rights as follows: | | 为维护矿产资源国家所有者权益，确保矿业权出让交易公平、公正，根据《自然资源部关于印发矿业权出让交易规则的通知》（自然资规〔2023〕1号）等有关规定，现就确定矿业权出让底价有关事项通知如下： |
| I. Circumstances requiring the determination of reserve prices for the assignment of mineral rights: | | 一、需要确定矿业权出让底价的情形： |
| (1) Mineral rights are assigned by bidding. | | （一）以招标方式出让矿业权的； |
| (2) Exploration rights are assigned through auction or quotation, and the general surveys of non-oil-and-gas minerals have been completed or the trap pre-exploration work for oil and gas mineral products has been completed. | | （二）以拍卖、挂牌方式出让探矿权，非油气矿产已完成普查工作或油气矿产已完成圈闭预探工作的； |
