For the purposes of further ensuring the fulfillment of principal responsibilities by certification bodies and effectively enhancing the credibility and effectiveness of quality certification, the National Certification and Accreditation Administration (“NCAA”) has issued five sets of management system certification rules including the Environmental Management System Certification Rules (NCAA Announcement No. 2 [2026]).		为进一步压实认证机构主体责任，切实提升质量认证公信力和有效性，国家认监委发布了《环境管理体系认证规则》等5项管理体系认证规则（国家认监委公告2026年第2号）。
To assist all parties in accurately understanding the meaning and requirements of the management system certification rules, the NCAA has organized the preparation of the relevant interpretations (Annexes 1 to 5) for learning, training, and implementation. Problems encountered during implementation may be submitted by email, and the NCAA shall provide centralized responses to issues of common concern through its official website, official WeChat account, and other channels.		为了帮助各方准确理解5项管理体系认证规则的内涵和要求，国家认监委组织编写了有关释义（附件1－5），请加强学习培训并遵照执行。执行中遇到的问题，可通过电子邮件进行反馈，国家认监委将通过官方网站、微信公众号等途径对各方普遍关心关注的问题进行集中解答。
