| Finance departments (bureaus) and development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning; the Finance Bureau and the Development and Reform Commission of Xinjiang Production and Construction Corps; all local regulatory bureaus of the Ministry of Finance (MOF); the Shanghai Head Office of the People's Bank of China (PBC) and PBC branches of all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning; all regulatory bureaus of the National Financial Regulatory Commission (NFRA); and relevant financial institutions: | | 各省、自治区、直辖市、计划单列市财政厅（局）、发展改革委，新疆生产建设兵团财政局、发展改革委，财政部各地监管局，中国人民银行上海总部及各省、自治区、直辖市、计划单列市分行，金融监管总局各监管局，有关金融机构： |
| For the purposes of thoroughly implementing the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council on optimizing the implementation of policies for large-scale equipment renewals and consumer goods trade-ins, supporting business entities in carrying out equipment renewal and technological transformation, reducing financing costs for business entities, and promoting effective investment, the matters concerning the optimization of the implementation of the fiscal interest subsidy policy for equipment renewal loans are hereby announced as follows: | | 为深入贯彻落实党中央、国务院关于优化“两新”政策实施的决策部署，支持经营主体开展设备更新和技术改造，降低经营主体融资成本，推动形成有效投资，现就优化实施设备更新贷款财政贴息政策有关事项通知如下： |
| I. Expanding the scope of support. If a business entity carries out the equipment renewal action and obtains a loan disbursed by a bank, the central finance shall provide an interest subsidy of 1.5% on the principal of fixed asset loans related to the business entity's equipment renewal projects, starting from the date of disbursement of relevant fixed asset loans, and with an interest subsidy period of not exceeding two years. Loans for scientific and technological innovation, which are supported by the relending policy for scientific and technological innovation and technological transformation and newly disbursed by banks starting from 2026, shall be included in the scope of support of central fiscal interest subsidies. The policy shall be effective until December 31, 2026, and the implementation period may be extended as appropriate. | | 一、扩大支持范围。经营主体实施设备更新行动且银行向其发放贷款的，中央财政对经营主体的设备更新项目相关固定资产贷款本金贴息1.5个百分点，按照相关固定资产贷款发放之日起予以贴息，贴息期限不超过2年。将科技创新和技术改造再贷款政策支持的、银行2026年起新发放的科技创新类贷款纳入中央财政贴息支持范围。政策实施至2026年12月31日，后续可视情延长实施期限。 |
| II. Expanding the supported sectors. On the basis of supporting equipment renewals in the fields such as industry, energy and electric power, transport, logistics, culture and tourism, and old agricultural machinery tools, more support shall be provided to equipment renewals in the fields such as construction and municipal utilities, energy-consuming equipment, aviation equipment, electronic information, work safety, protected agriculture, fishing vessels, cold chain facilities, grain and oil processing, waste recycling, small hydropower, consumer and commercial facilities, artificial intelligence, and elderly care, and more support shall be provided for high-end, intelligent, green, and digital equipment renewals. | | 二、扩展支持领域。在支持工业、能源电力、交通运输、物流、文旅、老旧农机具等领域设备更新基础上，增加建筑和市政、用能设备、航空器材、电子信息、安全生产、设施农业、渔船、冷链设施、粮油加工、废弃物循环利用、小水电、消费商业设施、人工智能、养老等领域，加大对高端化、智能化、绿色化、数字化设备更新支持。 |
| III. Increasing processing banks. The processing banks for interest subsidy loans include 26 banks, i.e., China Development Bank, Export-Import Bank of China, Agricultural Development Bank of China, Industrial and Commercial Bank of China Co., Ltd., Agricultural Bank of China Co., Ltd., Bank of China Co., Ltd., China Construction Bank Co., Ltd., Bank of Communications Co., Ltd., Postal Savings Bank of China Co., Ltd., China CITIC Bank Co., Ltd., China Everbright Bank Co., Ltd., Huaxia Bank Co., Ltd., China Minsheng Banking Corp., Ltd., China Merchants Bank Co., Ltd., Industrial Bank Co., Ltd., China Guangfa Bank Co., Ltd., Ping An Bank Co., Ltd., Shanghai Pudong Development Bank Co., Ltd., Hengfeng Bank Co., Ltd., Zheshang Bank Co., Ltd., China Bohai Bank Co., Ltd., Bank of Beijing Co., Ltd., Bank of Shanghai Co., Ltd., Bank of Jiangsu Co., Ltd., Bank of Nanjing Co., Ltd., and Bank of Ningbo Co., Ltd. | | 三、增加经办银行。贴息贷款经办银行为26家，包括国家开发银行、中国进出口银行、中国农业发展银行、中国工商银行股份有限公司、中国农业银行股份有限公司、中国银行股份有限公司、中国建设银行股份有限公司、交通银行股份有限公司、中国邮政储蓄银行股份有限公司、中信银行股份有限公司、中国光大银行股份有限公司、华夏银行股份有限公司、中国民生银行股份有限公司、招商银行股份有限公司、兴业银行股份有限公司、广发银行股份有限公司、平安银行股份有限公司、上海浦东发展银行股份有限公司、恒丰银行股份有限公司、浙商银行股份有限公司、渤海银行股份有限公司、北京银行股份有限公司、上海银行股份有限公司、江苏银行股份有限公司、南京银行股份有限公司、宁波银行股份有限公司。 |
