The Measures for the Administration of Press Cards, which were adopted at the 4th executive meeting of the General Administration of Press and Publication on December 9, 2004, are hereby promulgated and shall come into force as of March 1, 2005.

Chapter I General Provisions
| | 第一章 总则
|
Article 1 The present Measures are formulated in accordance with the Decision of the State Council on Adopting the Administrative Licensing to Matters that Need to Remain Subject to Administrative Examination and Approval in order to regulate the issuance, use and administration of press cards, ensure the normal news gathering activities of journalists and safeguard the legitimate rights and interests of journalists and the general public.
| | 第一条 为规范新闻记者证发放、使用及管理，保障新闻记者的正常采访活动，维护新闻记者和社会公众的合法权益，根据《国务院对确需保留的行政审批项目设定行政许可的决定》，制定本办法。

Article 2 All news agencies throughout the country shall use press cards printed according to a uniform specimen. The name of the certificate shall be the “press card”.
The press card shall be the effective identification certificate of work upon whose strength the journalistic news gathering and editing personnel in news agencies of our country may undertake news gathering activities and which shall be uniformly printed, verified and issued by the GAPP.
| | 第二条 全国新闻机构使用统一样式的记者证，证件名称为新闻记者证。
新闻记者证是我国新闻机构的新闻采编人员从事新闻采访活动使用的有效工作身份证件，由新闻出版总署统一印制并核发。

Article 3 Press cards shall be uniformly numbered by the GAPP (hereafter “GAPP”) and shall not valid until it is affixed with the seal of the GAPP, the special seal for verifying and issuing press cards, the special seal for the annual examination and verification of press cards and the steel seal of the news agency concerned.
| | 第三条 新闻记者证由新闻出版总署统一编号，并加盖新闻出版总署印章、新闻记者证核发专用章、新闻记者证年度审核专用章和本新闻机构钢印方为有效。
其他任何单位或者个人不得制作、仿制新闻记者证，不得制作、发放专供采访使用的其它正式证件。

Article 4 The “news agencies ”as mentioned in the present Measures refers to the public entities of newspapers and journalistic periodicals as approved by the relevant administrative departments of the state that have obtained a publication permit and such entities as the communications agencies, broadcasting stations, TV stations and journalistic film studios engaged in gathering and editing news materials. In particular, the publication entities for newspapers and journalistic periodicals shall be subject to the verification of the GAPP; while the verification of radio and TV news agencies shall be based on the relevant approval documents of the State Administration of Radio, Film and Television.
| | 第四条 本办法所称新闻机构，是指经国家有关行政部门批准获得出版许可证的报纸和新闻性期刊出版单位以及通讯社、广播电台、电视台、新闻电影制片厂等具有新闻采编业务的单位。其中，报纸、新闻性期刊的出版单位由新闻出版总署认定；广播、电视新闻机构的认定，以国家广播电影电视总局的有关批准文件为依据。

Chapter II Verification and Issuance

Article 5 The GAPP shall take charge of the verification and issuance of press cards throughout the country.
| | 第五条 新闻出版总署负责全国新闻记者证的核发工作。

Article 6 Any news agency as established by an entity of the CPC Central Committee shall, after the verification of the administrative department concerning the qualifications of the news gathering and editing personnel in the news agency thereof, report to the GAPP to obtain press cards.
| | 第六条 中央单位所办新闻机构经主管部门审核所属新闻机构采编人员资格条件后，向新闻出版总署申报、领取新闻记者证。

Article 7 Any news agency as established by an entity at or below the provincial level shall, after the verification of the administrative department on the qualifications of the news gathering and editing personnel in the news agency thereof, report to the administrative department of press and publication of the local province, autonomous region and municipality directly under the Central Government to obtain press cards. The administrative department of press and publication of the province, autonomous region and municipality directly under the central government shall report it to the GAPP for archival filing.
| | 第七条 省和省以下单位所办新闻机构经主管部门审核所属新闻采编人员资格条件后，向所在地省、自治区、直辖市新闻出版行政部门申报、领取新闻记者证，由省、自治区、直辖市新闻出版行政部门向新闻出版总署备案。

Article 8 The qualification of the news gathering and editing personnel in a correspondents' station shall be subject to the verification of the news agency that has established the said station, the approval of the administrative department thereof and the confirmation of the administrative department of press and publication of the province, autonomous region and municipality directly under the Central Government where the correspondents' station is registered. The news agency that has established the correspondents' station shall report to the GAPP or the administrative department of press and publication of the province, autonomous region and municipality directly under the Central Government respectively to obtain press cards.
| | 第八条 记者站的新闻采编人员资格条件由设立该记者站的新闻机构审核，主管部门同意，并经记者站登记地省、自治区、直辖市新闻出版行政部门核准，由设立记者站的新闻机构分别向新闻出版总署或者省、自治区、直辖市新闻出版行政部门申报、领取新闻记者证。

Article 9 The bureau of press and publication of the publicity sector of the General Political Department of the People's Liberation Army (PLA) shall take charge of the verification and issuance of press cards for the PLA and armed police forces (excluding the frontier army, fire-fighting army and safety guard army) and report it to the GAPP for archival filing.
| | 第九条 解放军总政治部宣传部新闻出版局负责解放军和武警部队（不含边防、消防、警卫部队）新闻机构记者证的审核发放工作，并向新闻出版总署备案。

Article 10 Apart from the system of the PLA and armed police forces (excluding the frontier army, fire-fighting army and safety guard army), the application, verification and issuance of press cards shall be conducted through the “national network system for the administration and verification of press cards” uniformly.
