Opinions of the Ministry of Commerce on Improving the Circulation System of the Means of Production
(No.115 [2010] of the Ministry of Commerce)
The competent commerce departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning and Xinjiang Production and Construction Corps:
The circulation sector of the means of production is an important part of the productive service industries, which is of great significance in terms of guaranteeing production, promoting economic cycling, optimizing the allocation of resources, etc. In order to further improve the circulation system of the means of production in our country and promote the transformation of the economic development mode, we hereby put forward the following opinions.

各省、自治区、直辖市、计划单列市及新疆生产建设兵团商务主管部门：
生产资料流通业是生产性服务业的重要组成部分，在保障生产、促进经济循环、优化资源配置等方面具有重要作用。为进一步完善我国生产资料流通体系，促进经济发展方式转变，现提出以下意见。

I. Guiding Thought and Basic Goal

1. Guiding thought. We shall follow the guidance of Deng Xiaoping Theory and the important thought of “Three Represents”, carry out the Scientific Outlook on Development, take the present as a foothold while looking ahead to the future, take the market as the orientation, enterprises as the mainstay, science and technology as the support; strengthen government guidance, transform the development mode, make overall plans on the production and the circulation; handle well the relations between speed and benefits, the part and the whole, inheritance and innovation, and promote the integrated development of the circulation system of the means of production and the modern industrial system, so as to better serve the growth of production, the improvement of the people's livelihood and the general requirements for opening up to the outside world.
| | （一）指导思想。以邓小平理论和“三个代表”重要思想为指导，贯彻落实科学发展观，立足当前，着眼长远，以市场为导向，以企业为主体，以科技为支撑，加强政府引导，转变发展方式，统筹生产与流通，处理好速度与效益、局部和整体、传承与创新的关系，推进生产资料流通体系与现代产业体系融合发展，更好地服务于生产发展、民生改善和对外开放总体要求。

2. Basic goal. We shall adapt to the development trend of marketization, informationization and internationalization of the national economy, satisfy the requirements for the development of urbanization, industrialization and the construction of a new countryside; improve the circulation system of the means of production, develop modern circulation modes, innovate on the operating model, enhance the organization level, improve service functions, strengthen market regulation and control, and improve the system of standards of laws and regulations, so as to boost the orderly, harmonious and healthy development of the circulation of the means of production. During the “twelfth five-year plan” period, we shall basically form the circulation system of the means of production with Chinese characteristics, which is unified, open, competitive, orderly, safe, efficient, green and low-carbon.
| | （二）基本目标。适应国民经济市场化、信息化、国际化发展趋势，满足城镇化、工业化和新农村建设发展要求，健全生产资料流通体系，发展现代流通方式，创新经营模式，提高组织化程度，完善服务功能，加强市场调控，完善法律法规标准体系，推进生产资料流通有序协调健康发展。“十二五”期间，基本形成有中国特色的统一开放、竞争有序、安全高效、绿色低碳的生产资料流通体系。

II. Main Tasks

3. Innovating on the business model of the means of production. We shall combine specialized division of work and industrial cooperation and innovate on the business model of the means of production. We shall take the supply chain as the link to promote industrial integration and direct the circulation enterprises of the means of production to extend to upstream and downstream, explore and form the business model or union which integrates the purchase and processing of raw materials, product development, commodity sale and logistics and distribution services. We shall direct the circulation enterprises of the means of production to establish close industrial and commercial relations with the production enterprises so as to satisfy the requirements for the development of modern modes of production such as lean production and timing production, etc., and explore and form the whole industry chain service model. We shall encourage the production and circulation enterprises of bulk means of production to establish the risk and benefit-sharing commission agency system.
| | （三）创新生产资料经营模式。专业化分工与产业化协作相结合，创新生产资料经营模式。以供应链为纽带，推进产业融合，引导生产资料流通企业向上下游延伸，探索形成集原材料采购加工-产品开发-商品销售-物流配送服务于一体的经营模式或联盟。引导生产资料流通企业与生产企业建立紧密的工商关系，满足精益生产、定时生产等现代生产方式发展需要，探索形成全产业链服务模式。鼓励大宗生产资料生产、流通企业间建立风险共担、利益共享的佣金代理制。

4. Vigorously developing modern circulation modes. We shall, based on the features of commodities, location advantages and the enterprises' actualities, regulate and develop chain operation, electronic commerce, logistics and distribution and other modern circulation modes by taking into account the local actualities. We shall support qualified circulation enterprises of the means of production in promoting the franchising of small and medium-sized enterprises and vigorously developing chain operation by relying on brands and a mature operation management system and on the basis of the existing stores and operating outlets. We shall encourage large backbone production and circulation enterprises of the means of the production and the trading markets of bulk commodities to regulate the development of electronic commerce. We shall support the construction of specialized third-party e-commerce platforms of the means of production to integrate the resources of service information on the production, demand and logistics of the means of production, etc. among different links, different fields and different enterprises on the supply chain, and improve service functions. We shall encourage the production and circulation enterprises of the means of production to build specialized and comprehensive logistics distribution centers of the means of production in various forms, which integrate the functions of storage, processing, distribution and multimodal transport, etc.
| | （四）大力发展现代流通方式。根据商品特点、区位优势和企业实际情况，因地制宜地规范发展连锁经营、电子商务、物流配送等现代流通方式。支持具备条件的生产资料流通企业以品牌和成熟的经营管理体系为依托，以现有门店和经营网点为基础，吸收中小企业加盟，大力发展连锁经营。鼓励大型骨干生产资料生产、流通企业、大宗商品交易市场规范发展电子商务。支持建设专业化的生产资料第三方电子商务平台，整合供应链上不同环节、不同领域、不同企业间的生产资料生产、需求和物流等服务信息资源，完善服务功能。鼓励生产资料生产、流通企业采取多种形式构建集仓储、加工、配送、多式联运等功能于一体的专业化、综合性生产资料物流配送中心。

5. Directing the transformation and upgrade of wholesale markets of the means of production. We shall support the wholesale markets of the means of production with the development potential and strong capacity of radiation in accelerating the pace of transformation and upgrade and improving their comprehensive service capabilities which can integrate the functions of exhibition, information, trading, storage, transportation, processing, distribution, etc. We shall improve the system of the regulations on market administration, improve trading rules in the market and form national or regional trading centers, dispensing centers, price centers and information centers of bulk means of production. We shall direct the traditional wholesale markets of the means of production, which are no longer suitable to exist in the form of wholesale market, to follow market rules, adjust the direction of operations, and change the operating form, so as to rationally use land, facilities, human resources and other resources. We shall push forward the vigorous development of specialized operation of the wholesale markets of the means of the production including building materials, hardware, etc. which are closely relevant to the life of residents.
．．．．．． | | （五）引导生产资料批发市场改造升级转型。支持有发展潜力、辐射能力强的生产资料批发市场加快改造升级步伐，提高集展示、信息、交易、仓储、运输、加工、配送等功能于一体的综合服务能力；健全市场管理规章制度体系，完善市场交易规则，形成大宗生产资料全国性或区域性交易中心、集散中心、价格中心、信息中心。引导不适宜以批发市场形态继续存在的传统生产资料批发市场遵循市场规律，调整经营方向，转变经营形态，合理利用土地、设施、人力等资源。推进与居民生活密切相关的建材、五金等生产资料批发市场大力发展专业化经营。
