Chapter I General Provisions
| | 第一章 总则
|
Article 1 Exhibition is one of the important ways to show development achievements of industries, carry out technical intercourses, and have economic and trading co-operations. These Provisions are promulgated in accordance with relevant provisions of the state in order to strengthen the administration and improve the quality of holding exhibitions, and make exhibitions to be regularized and standardized.
| | 第一条 展览是展示行业发展成就、开展技术交流和进行经贸合作的重要方式之一。为加强管理，提高办展质量，使之规模化、规范化，依据国家有关规定，制定本规定。

Article 2 Exhibitions involved in this Provisions refer to exhibitions, expositions and commodities fairs held abroad and sponsored (or jointly sponsored), favored or financially supported in the name of Ministry of Information Industry, as well as exhibitions and shows with the exhibition area of 1,000 square meters or more attached to international conferences.
| | 第二条 本办法所涉及的展览、是指以信息产业部名义主办（含联合主办）、支持、赞助的在国外举办的展览会、博览会、交易会，以及国际性会议附设的１０００（含）平方米以上的展览、展示会等。

Article 3 The general office of the Ministry shall be responsible for the centralized administration of the Ministry's exhibition affairs. Its main duties are: to promulgate relevant rules and systems; to draw up the Ministry's exhibition plans; to supervise and urge, and inspect relevant work on holding exhibitions; to plan and prepare, and organize exhibitions sponsored in the name of the Ministry; and to coordinate and settle relevant exhibition issues.
| | 第三条 部办公厅负责归口管理信息产业部的展览工作。主要职责是：制定有关规章制度；拟定部的展览计划；督促、检查有关办展工作；筹划、组织以部名义主办的展览；协调解决展览有关问题。

Chapter II Holders and Their Duties
| | 第二章 举办单位及职责

Article 4 Holders include sponsors and undertakers. For exhibitions mainly sponsored by Ministry of Information Industry, the undertaker shall be a relevant unit in the setup of information industry. When holding international exhibitions, the main domestic undertaker must be a relevant unit approved by Ministry of Foreign Trade and Economic Co-operation or Ministry of Science and Technology, and must have the authorization of holding exhibitions abroad.
| | 第四条 举办单位包括主办单位和承办单位。以信息产业部为主主办的展览，其承办单位应是信息产业系统有关单位。举办国际性展览，其主要国内承办单位必须是经外经贸部或科技部批准具有外展权的有关单位。

Article 5 The sponsor is mainly responsible for promulgating and organizing to carry out exhibition proposals and plans, and bearing civil liabilities for holding exhibitions. The undertaker is mainly responsible for canvassing and arranging exhibitions, and handling exhibition affairs and proceedings.
| | 第五条 主办单位主要负责制定并组织实施展览的方案和计划，承担举办展览的民事责任。承办单位主要负责招展布展及会务事项。

Article 6 Regularized agreements or powers of attorney on holding exhibitions must be executed by or between the sponsor(s) and the undertaker(s) as well as by or between the sponsors to clarify such matters as the division of duties, the rights and obligations and the civil liabilities, etc..
