Recently, the Central Committee of the Communist Party of China and the State Council issued the Regulation on Handling Public Complaint Letters and Visits, effective from May 1, 2022. Consisting of 50 articles in six chapters, this regulation clarifies three vital roles of the work to handle public complaints in the new era, and elaborates a top-level design for general requirements, working systems, working frameworks, handling procedures, and work supervision systems. Working systems and mechanisms of handling of public complaints led by the Party are refined. This regulation calls for efforts to establish a working framework of public comments in which governments should organize departments of public comments and all related parties to conduct joint administration under the unified leadership of the CPC committees and according to the arrangements of the joint meetings of public complaint work.
