 Authorities Urge Fugitive Duty-Related Crime Offenders Overseas to Surrender Themselves

On August 23, 2018, the National Supervisory Commission and other four ministries and commissions issued the Announcement on Urging Fugitive Duty-Related Crime Offenders Overseas to Surrender Themselves, effective from the date of issuance.
Under the Announcement, where duty-related crime offenders who fled from China turn themselves in to the supervisory authorities, public security organs, people's procuratorates, people's courts, their employers, grassroots organizations in urban and rural areas, or other relevant entities or organizations directly, or through Chinese embassies or consulates overseas before December 31, 2018, and truthfully confess to their crimes, they may receive a lighter or mitigated sentence according to the law. In particular, those who effectively recover the economic losses of the aggrieved entities or persons, and proactively return the ill-gotten gains may be given a mitigated punishment; and those who commit a relatively minor crime may be exempted from punishment. This Announcement applies mutatis mutandis to the escaped economic crime suspects, defendants, and criminals overseas.
